make Lagos State a more liveable, sustainable and resilient city with total compliance with the standard building regulations in line with what is globally approved as the best standard practice,The Governor of Lagos state Babajide Sanwo-Olu has lunched the Certified Accreditors Programme “CAP”
The new initiative , no doubt will further strengthen the Lagos State Building Control Agency (LASBCA) in achieving its primary goals of ensuring that basic minimum standard is maintained in building construction in the State through strict compliance with the State Building Codes and Regulations to end incessant building collapse
Speaking during the lunch on Monday 10th March 2025,The General Manager Lagos State Build Control Agency Architect Gbolahan Owodunni Oki called for collaboration by all stakeholders to ensure success .
“What we are witnessing today is a further demonstration of this administration’s commitment to its
THEMES+ development Agenda, focusing on an all-inclusive governance through Public-Private Partnership .
I am therefore convinced that the launch of CAP today will help our Agency to serve the people more effectively, while it will also enhance collaboration, innovation and excellence in building control practices.
On this note, I enjoin all Building Owners/Developers in the State to accord the newly Certified Accreditors’ with respect by cooperating with them during monitoring and inspection of various stages of building construction processes as this will help rid the State of incessant building collapse as non-compliance to the government laid down regulations will meet stiff penalty.
To our Certified Accreditors, I welcome you on the board following the approval of Mr Governor for your existence. I therefore charge you not to take this opportunity for granted, rather, you should justify the confidence reposed in you by the Governor by bringing your professionalism and wealth of experience to bear in your new assignment.
I urge you not to compromise on your professional callings, bearing in mind that a single mistake or compromise from your end can lead to wanton loss of lives and properties”
It would be recalled that after the collapse of the 21-storey building under construction at 44 B, C, D Gerrard Road, Ikoyi in November 2021, a panel of enquiry was constituted by Mr. Governor, Babajide Olusola Sanwo-Olu to investigate the root cause of the collapse and come up with recommendations on how to avert a future re- occurrence.

This constituted panel after thorough investigation came up with far reaching recommendations, one of which is the need for the State Government to collaborate with the Private Sector professionals in the Built Environment for a thorough monitoring and inspections of all ongoing building constructions across Lagos State as a necessary intervention strategy for early detection and prevention of further building collapse by enforcing the laws on standard regulations and compliance .
The Lagos State Building Control Agency (LASBCA), swung into action to facilitate a Public- Private synergy referred to as “Certified Accreditors’ Programme” (CAP) in line with the recommendation of the Panel which led to the State calling for Expression of Interest from professionals in the Private Sector who will act as Certified Accreditors . The Certified Accreditors who are here present will complement activities of Government Officials in Screening of Drawings, Stage Inspection and monitoring to ensure compliance with the Lagos State Building Control Regulations.
After the Expression of Interest by different Consulting Companies and thorough screening and evaluations carried out on all the documents submitted, the State Government finally shortlisted One Hundred and Eleven (111) Consulting Companies as the State Certified Accreditors and Monitoring Officers who are here to be formally presented to Mr Governor for his official endorsement.




Architect Gbolahan noted that the approval by Mr Governor for the involvement of the Private Sector (CAP) is a further demonstration of this administration’s commitment to inclusivity, bearing in mind that, those in the private sector equally have requisite experience and qualifications that could complement their public servants counterpart ,just to ensure excellence in the built environment.
In addition, it is not that the State government does not have enough personnel or people with the technical know-how in monitoring or supervision of various building processes to avoid sharp practices by quacks in the industry, rather , this administration has always believed in public/ private participation in its development policies, which is the secret of the greater height attained by the State in its development strides.
