ROAD ACCIDENT LEAVES 2 DEAD AND OTHERS INJURED IN LAGOS..

A container -laden truck has collided with a passenger Bus killing two people and leaving three other passengers injured.

The accident occurred at Ilasamaja, Mile 2 area of Lagos.

The truck with registration number SGM 715 XA loaded with a 20ft container collided into the commercial bus stationed at Ilasa under bridge which was discharging some of its passengers

Three other passengers were rescued with injuries and have been taken to Isolo General Hospital by the Lagos state emergency management agency LASEMA’’s Responders.

Three other passengers escaped unhurt.

The agency’s Super Metro and forklift were on ground to recover the fallen truck while officials of the Lagos state traffic management authority LASTMA and the Nigerian Police controlled the resultant traffic.

ANOTHER BUILDING COLLAPSE IN LAGOS

PRESS RELEASE

Barely one- week after a building collapsed at freeman street, Lagos island which left 3 people dead including a 10 year old bo,Another three Storey Building collapsed again on Friday in Lagos.

Though the cause of the collapse is yet to be known,A 30-year old woman was rescued from the rubbles of the three – storey building located at no 95 Abeokuta street in Ebute Metta area of Lagos.

According to The Director General, Lagos state emergency management agency, LASEMA, Olufemi Oke-Osanyitolu , the agency received distress call on the building collapse at about 1.10pm on Friday and quickly mobilised emergency responders to the scene.

LASEMA Responders, and its Ambulance unit, Lagos state ambulance service, LASAMBUS, Lagos state building control agency, LASBCA, Material Testing Laboratory, the state’s fire service, and the Police, were joint responders at the scene of incident.

Search and Rescue operations have been concluded while LASEMA’s heavy duty equipment will continue with recovery and clearing operation until the collapsed building is reduced to ground zero level.

***In Another Development,The enforcement team of the Lagos State Physical Planning and Urban Development has shutdown 43 building, including 13 banks and 13 hotels on Lagos Airport Road.

The banks and others were said to have violated the physical planning law of Lagos State.

Commissioner for Physical Planning and Urban Development, Dr. Idris Salako, in a statement issued by Mukaila Sanusi, Assistant Director, Public Affairs, said that the buildings, most of which are in use, were either built without planning permit or built without conforming to their approval order.

He emphasised that the area being an international gateway to Lagos State must not be allowed to be defaced with illegal developments, stressing that all physical developments on Airport Road and other areas of the State must conform to the planning laws of the State.

“It is by enforcing strict compliance to laws and regulations that we can halt the pervasive incidence of illegal and unapproved buildings, protect the Operative Development Plans of Lagos State and sustain an orderly, organised and livable environment” he said.

Salako urged those buying or renting properties to ensure that such properties had planning permits and Certificate of Fitness for habitation in order to avoid their property being sealed.

The enforcement exercise is the continuation of the efforts commenced some weeks back to eliminate the menace of illegal buildings and sanitize the built environment of Lagos State.

The incidents of building collapse in Lagos has become very common raising cause for concerns and the need to ensure the property building procedure are followed in setting up structures across Lagos state

On Thursday July 23, 2020, Lagos State Commissioner for Health Prof. Akin Abayomi, addressed a press conference where he spoke on several facets of the State’s response to the COVID-19 pandemic. After the conference, he took questions.
But the attention of the government has been drawn to some reports in some platforms making it evident for more clarification for subsequent reporting of the Honourable Commissioner’s comments .
****The aspect that were incorrectly portrayed by some members of the press are:
the perceived inefficiencies in testing and reporting protocols: and
the cost of caring for patients in our isolation centres.
Testing protocols – The number of tests being conducted presently when compared to what we did in the early stages of the pandemic has shown incredibly significant growth.
Alongside that have come certain challenges. We are not where we want to be, but it would be unfair not to acknowledge the tremendous progress that has been made by the State. With rapid growth have come glitches, which we recognise and are striving to overcome.
Refining and improving on our testing protocols is a process rather than an event and we recognise the challenges and are actively engaged in addressing them.
Cost of Care –The Honourable Commissioner, in the interest of transparency, offered a window onto the economics of COVID-19 care and, regrettably, some Reporters misunderstood his comments. While we commend the role of the press in probing into the application of public funds, we look up to them to be balanced and accurate their reporting.
It is clear that N1,000,000 sounds more sensational than N100,000, but we must not allow sincerity to be sacrificed on the altar of sensationalism. What the Honourable Commissioner sought to communicate was the range of symptom manifestations of the Corona virus – from mild and moderate to severe and critical. He explained that the cost of treating these manifestations vary, considerably. In summary, he said this about the cost of COVID-19 care:
Every case is different and it is very difficult to calculate exactly how much managing a COVID-19 patient would cost, but what is clear to us is that when you add up the expenses of maintaining the facility, infrastructure, human resources, feeding and consumables, it costs the government approximately 100,000 naira per day for a non-complicated COVID-19 admission.
Of the 13,835 positive cases identified in Lagos thus far, about 18% equivalent to 2,490 have been admitted into the State’s isolation centres. Of all these patients admitted – about 7% were severe and 1% was critical; that is 8% of total admissions.
The Honourable Commissioner gave an indication of the considerations factored into the costing of intensive care, including ventilation, dialysis, intravenous antibiotics, oxygen and other high and intensive care requirements, depending on the complications of the case. He went on to estimate the cost of intensive care, which usually requires a longer period of admission, and may range between N500,000 to N1,000,000 per day.
Unfortunately, certain sections of the press chose to latch on to the figure of N1,000,000 and disregarded the painstaking context that had been provided by Prof. Abayomi. That figure was the upper end of a band and, just as importantly, it applied to no more than 200 out of 2,490 admissions, majority of whom recovered. That means the balance of 2,290 non complicated admissions each cost around N100,000 per day.
The Lagos State’s COVID-19 response cannot succeed without the active support and co-operation of the press and we continue to seek that support in the war against this Corona virus. We do not ask them to hide anything, but we do ask them to err on the side of full, fair and factual reporting.

USE OF RDT KITS FOR COVID19 TEST IS ILLEGAL IN LAGOS – ABAYOMI

· Warns Against Patronizing Unauthorized Health Facilities

The use of Rapid Diagnostic Test (RDT) Kits for COVID19 testing in Lagos is illegal until we can validate RDT kits that actually work, the Commissioner for Health, Prof. Akin Abayomi has reiterated.

Abayomi who stated this on Thursday at a news briefing on COVID-19 in Lagos Response explained that RDT kits have a very high risk of giving false positive or negative results which could be traumatizing for citizens.

“In the event that a false positive result is given, a potentially negative person will be subjected to trauma, isolation and treatment like a positive patient”

“And in the event that a false negative is given, a potentially positive person is allowed to continue to roam freely in the community regardless of his positive status and as a result of the above, the use of RDT kits is illegal until Lagos State can validate RDT kits that actually work”, he stated.

The Commissioner explained that the State Government had considered the use of Rapid Diagnostic Test (RDT) Kits as part of the strategies to expand its testing capacity but noted however that none of the RDT kits submitted for validation passed the validation test.

Said he: “In order to expand our testing capacity, we considered the use of RDT Kits and to facilitate the quick validation of the RDT Kits and reduce the barrier of entry for proposed manufacturers and supplier of RDT Kits, Mr. Governor paid the validation fees for the RDT kits. However, upon review of the several RDT kits that were submitted for validation, we can report that none of the RDT kits passed the validation exercise”

While noting that the World Health Organization (WHO) has not yet declared any RDT kit useful for public use, Abayomi stated that it is also illegal for private health facilities to test or manage COVID19 cases without proper accreditation and validation by the regulatory authorities.

“It has come to our attention that several laboratories and health facilities are testing and managing COVID patients without proper accreditation and validation by the regulatory authorities”

“Two laboratories were sealed as a result of this. We will continue to closely monitor all facilities that partake in these illegal activities and endanger the lives of all residents of Lagos State and instigate punitive measures to ensure they desist from such activities”, the Commissioner said.

He disclosed that only seven private laboratories have been accredited by the State government adding that the second phase of accreditation and validation of laboratories will be conducted when the demand arises.

Abayomi added that the State Government has also only accredited three private facilities and is currently in the process of accrediting more including general practitioners and small clinics that are interested in partaking in the soon to be launched community-based and home-based care program.

“It is important to reiterate that the COVID-19 pandemic is a public health emergency and the Lagos State Government has adopted a central planning approach to managing its response”, he opined.

The Commissioner also disclosed that plans are in top gear by the State government to scale up sample collection at the 20 LGAs to 57 LCDAs in order to improve the efficiency of sample collection in the community. He added that residents will have access to free oxygen therapy at some of the centres if required while arrangements will be made to transfer such a person to a COVID19 Centre.

Abayomi disclosed that the State government will in the next couple days transition to the next phase of the COVID19 response which he referred to as the community-based care.

According to him, community based care is the inclusion of Home care into the State strategic response. “Under the community-based care arrangement, we provide the opportunity for mild-to-moderate cases being managed and isolated at home in situations where this is allowed. However, our critical-to-severe cases will be continually managed in our COVID19 isolation centres, where they will have the opportunity of the best treatment available”

He stated that a date for the commencement of home-based care will formally be announced. He however noted that vulnerable, elderly and severe-to-critically ill patients will be managed at the Isolation centres, where they can receive the best possible care available.

Giving epidemiology statistics on COVID19 cases in Lagos State, the Commissioner said that over 56,276 COVID19 tests have been conducted so far while the total number of positive COVID19 cases stands at 13,543. He added that out of the 2,476 COVID19 patients have so far been admitted, 2,075 have been discharged to reunite with the society after recovery.

Abayomi added that no fewer than 9,066 confirmed COVID19 cases monitored in the communities by the COVID19Lagos response teams have either recovered or positively responding to treatments. He however noted that 192 COVID19 related deaths have been recorded in Lagos.

He disclosed that Eti-Osa Local Government has the highest number of confirmed COVID19 cases adding that Eti-Osa, Alimosho, Kosofe, Ikeja and Oshodi account for 60% of the total COVID19 cases in Lagos State.

Commenting on COVID19Lagos community engagement, Commissioner for Information and Strategy, Mr. Gbenga Omotoso, emphasized the need for citizens to wear face masks correctly especially in public places to curtail the spread of the virus.

While noting that the State government remains committed to securing the lives of citizens, he disclosed that necessary precautions and guidelines stipulated by professionals will be taken before schools and religious centres will be opened. He added that government will not take risks with public health issues.

“Some of the report we are getting is not too good that people do not want to wear face masks. What we are dealing with is a very dangerous enemy that has no remedy anywhere in the world. Humanity is just trying to curtail this terrible situation.

“Proper use of face marks will reduce the possibility of an infection. I therefore would like to urge citizens to take responsibility on proper use of face masks and not to wait until they are enforced before they use face masks.

“On reopening of schools and religious institutions, I assure you that schools and religious institutions will be opened as soon as the go ahead is given. We have to wait for the professionals so that we do not put ourselves in trouble. The state remains committed to securing lives and properties of lagosians”, he said.

Lagos COVID-19 management strategy worthy of emulation – MSSN

The Muslim Students’ Society of Nigeria has donated a contactless handwashing machine to the Lagos State Government as part of efforts to boost the fight against coronavirus in the state and Nigeria.
The locally-made machine is multifunctional and dispenses soap, water and hand sanitiser with no contact.
The student-body presented the machine to officials of the Lagos State Ministry of Health on Thursday.
During the donation, the Amir (president) of MSSN in Lagos State, Saheed Ashafa, commended the efforts of the state government in its fight against the deadly virus.
He cautioned residents in the state to adhere to the guidelines given by the Ministry of Health and Nigeria Centre for Disease Control.
Ashafa, who was represented by MSSN Lagos Vice President, Yusuf Temim, lamented the effect of COVID-19 on academic activities in the state.
He said “the efforts of the state government in curbing COVID-19 and its management strategy are worthy of emulation by many other states”.
He added, “This donation was made possible through contributions from our members. We are worried about the increasing cases of COVID-19 in the state and we wish we can do more.
“It is important that we all keep safe at this moment and complement the worthy efforts of the Lagos State Government in curbing the pandemic.”
Ashafa said with a deep sense of responsibility and utmost demand of this period, the group had launched a Social Responsibility Project tagged “COVID-19 Incident Volunteers”.
“It has become glaring that the ravaging coronavirus pandemic requires conscious synergy at this sensitive period. The current efforts of the government must be complemented without delay.
“Our Incident Volunteers have been embarking on continuous enlightenment, facilitation of grassroots support in terms of information and other appropriate volunteering services as may be complementary of the government strides.
“We have positioned standby volunteers across the state who are meant to facilitate this important task as they are also to coordinate welfare services deemed necessary by the initiative as at when due.”
The Lagos State Commissioner For Health, Prof. Akin Abayomi, commended the students for the donation.
Abayomi, who was represented by the ministry’s Director of Administration and Human Resources, Mrs Abidakun Olubosola, urged the students to always keep safe.
He added, “We appreciate the MSSN, Lagos State Area Unit that brought this fantastic contactless handwashing machine/stand. They are contributing to society. They are contributing to ensuring that COVID-19 goes totally in our clime.
“By donating this, I believe we are also keeping safe at home. We will continue to collaborate in everything that has to do with keeping everyone safe.”
