Chairman of the Economic and Financial Crimes Commission, Abdulrasheed Bawa, has been sentenced to prison for disobeying Court order.

The court also told the Inspector-General of Police to effect Bawa’s arrest and remand him in kuje prison for the next 14 days until he purges himself of the contempt.

Justice R.O. Ayoola of the Kogi State High Court Lokoja in his judgement today Monday 6th February granted the application for committal to prison of the EFCC chairman for disobeying a court ruling delievered on November 30, 2022, wherein the EFCC chairman was directed to produce the applicant in the case, Ali Bello.

Ali Bello had dragged Bawa to court for arresting and detaining him illegally, with the court ruling in his favour, only for the EFCC to arraign him for alleged money laundering three days after the ruling.

The EFCC’s applications for setting aside and stay of execution of the ruling were refused for want of merit.

The Cour had, in Form 49, Order IX, Rule 13, marked: “HCL/697M/2022” and titled: “Notice to Show Cause Why Order of Committal Should not be Made,” asked the EFCC Chairman to appear before it on January 18, 2022 to explain why he should not be jailed for flouting the order given on December 12, 2022 in a case filed by Ali Bello against EFCC and Bawa, as the 1st and 2nd respondents, respectively.

The court ordered that the EFCC and Bawa be served the motion of notice together with Form 49 by substituted means.

The court had declared the arrest and detention of the applicant in the face of a subsisting Court order made by a Court of competent jurisdiction and without a warrant of arrest “or being informed of the offence for which he was arrested” as unlawful, unconstitutional, and in contravention of the personal liberty and dignity of human person guaranteed under Chapter IV of the Constitution of the Federal Republic of Nigeria 1999, as amended.

The court ordered the respondents to tender an apology to the applicant in a national newspaper and awarded N10 million compensation for him which it failed.

The EFCC chairman failed to obey all the court judgements given against it leading to Monday’s verdict by the Lokoja division of the High Court.

REALITY OF CANCER IN NIGERIA & AFRICA Approximately 1.1 million new cancer cases occur each year in Africa, with about 700,000 deaths…W.H.O

World Cancer Day

Message of the WHO Regional Director for Africa, Dr Matshidiso Moeti.

A young girl from Rwanda with a tumor the size of a cauliflower on her face met a doctor. The young girl was one of the doctor’s first patients. The girl’s father, a subsistence farmer, had tried traditional solutions, but the tumor had grown, and his expenses too. The family needed an oncologist.

Eventually, the doctor called the one who talked her through the treatment that saved the girl’s life.

We join the international community commemorating World Cancer Day today, 4 February 2023.

The theme of this year is “Close the care Gap: Uniting our voices and taking action.” This year’s campaign summons like-minded people to be united as we build stronger alliances and new innovative collaborations in the fight against cancer.

Cancer is a public health issue of major concern. The numbers are stark. Approximately 1.1 million new cancer cases occur each year in Africa, with about 700,000 deaths.

Data estimates show a considerable increase in cancer mortality to nearly one million deaths per year by 2030, without urgent and bold interventions.

We should recall that the most common cancers in adults include breast (16.5%), cervical (13.1%), prostate (9.4%), Colorectal (6%), and liver (4.6%) cancers, contributing to nearly half of the new cancer cases. With significant data challenges, childhood cancer incidence in sub-Saharan Africa is estimated at 56.3 per million population. Current projections show that Africa will account for nearly 50% of the global childhood cancer burden by 2050, compelling expeditious efforts to confront this concern, as was done for the young girl from Rwanda.

In that view, it is important to celebrate some achievements we have made as a region, at the country level. Twelve countries in the region have valid National Cancer Control Plans.

WHO is supporting eleven additional countries in developing or updating their National Cancer Control Plans aligned to the global cancer initiatives coupled with the presence of governance structures at the government level to implement Cancer Plans.Countries such as Ghana, Senegal, Zambia, and Senegal have developed National Treatment Guidelines for childhood cancer.

Twenty-five countries have developed and are using Cancer Guidelines. Political will remains significant in improving the cancer landscape. Including childhood cancer medicines in the National Health Insurance Scheme in Ghana and Zambia is a good example. Such a strategic action will significantly contribute to the increase in survival rates for children with cancer in these countries.

We are collaborating with Childhood Cancer International to develop and pilot the Mental Health and Psychosocial Support guidelines for children in Burkina Faso. It is gratifying to note the steady increase of HPV vaccination national introduction by 51% of countries in the region, although coverage remains concerningat 21%.Currently, 16 countries have introduced high-performance-based screening tests in line with WHO recommendations and plan to scale up cervical cancer screening. The introduction of gynecologic oncology Fellowships for improved access to cervical cancer treatment services in Malawi and Zambia is commendable and innovative.

Working closely with the International Agency for Research on Cancer (IARC) in cancer registration, we launched three collaborating centers in Cote d’Ivoire, Kenya, and South Africa. The centers will facilitate capacity building for local staff and improve data quality for effective decision-making.Despite these achievements, stumbling blocks remain on our path. These include the low availability of Population Based Cancer Registries; limited health promotion; inadequate access to primary prevention and early detection services; the scarcity of diagnostic facilities that increase delays in diagnosis and treatment.

Provision of palliative care is rare in Africa, notwithstanding the significant need for it. Africa has only 3% of the world’s cancer treatment facilities, with radiotherapy available in just 22 countries in sub-Saharan Africa, contributing to very low survival rates.By uniting voices and action, we can address cancer at individual and community levels: Choosing healthy lifestyles, getting vaccinated, and getting routinely screened against preventable cancers. Parents have the responsibility to ensure their eligible daughters receive HPV vaccines.I call on Governments to develop/update national cancer control plans, provide sustainable financing and invest in cancer registration. I encourage Governments to incorporate cancer care into essential benefits packages and national health insurance systems.

It is also critical to ensure adequate infrastructure for human resource, screening, diagnostics, and treatment. There is equally a need to expand the use of digital health and establish relevant trainings for the cancer workforce. Finally, cancer survivors can lend their voices as advocates for better cancer services. As persons with lived experience, they should be involved designing cancer services at all levels of health care.

Let us unite against cancer and take action to make universal health for cancer prevention, treatment and care a reality in Africa.

NEW NAIRA NOTES, SCARCITY BITES HARDER

Scarcity of new Naira notes have persisted making this difficult for Lagos Residents and environ to meet their financial obligations. This is despite directives by the central Bank of Nigeria that Banks should begin to pay customers over the counter.

Most Banks in Lagos and Some parts of Ogun State have failed to comply with the Directive.

Some Bank Customers who spoke to our crew Saturday morning said Some Commercial banks who complied with the Directive are only paying between One thousand and five thousand naira over the Counter in total disregard to the minimum of twenty thousand naira as directed by the Apex bank .

Most worrisome is that even the old notes have also become difficult for people to access.

Most POS operators are beginning to take advantage of the situation to exploit customers.

I’m most places visited by our crew , customers are made to pay as much as #700 to withdraw #5,000 , And and #1000 for #10.000 and so forth.

There are also speculations in some quarters the Bank Officials are selling the new Naira notes

With a few days left for the new expiration date, one wonders what will happen if the situation continues this way.

Abayomi who was represented by the Director Epidemiology, Biosecurity and Global Health, Dr. Ismail Abdus-Salam stated that WHO recognized 30th of January every year as World NTD Day because of the impact of NTDs and the growing concern of its burden of risk on national and global economies over the past few decades.

While noting that Nigeria accounts for 25% of Africa’s NTD burden, the Commissioner said that millions of people worldwide are affected and more at risk of NTDs due to prevalent societal neglect and lack of basic amenities such as water, sanitation, hygiene and healthcare waste management facilities.

Neglected Tropical Diseases are a group of conditions that affect more than a billion people who mostly live in marginalized, rural, poor urban areas and conflict zones. Although they are preventable and treatable, these diseases and their intricate interrelationships with poverty and ecological systems continue to cause devastating health, social and economic consequences.

“True to the name, Neglected Tropical Diseases (NTDs) seldom receive the attention they warrant. In order to end this neglect, the 74th World Health Assembly declared January 30th as ‘World Neglected Tropical Diseases (NTD) Day”, Abayomi stated.

Speaking in the same vein, the Executive Director of MITOSATH, Dr. Francesca Olamiju said MITOSATH has continued and will continue to collaborate with Lagos State Government and other relevant governmental and non-governmental in pursuance of the objective of NTDs control and elimination.

Olamiju who was represented by the Assistant Monitoring and Evaluation Officer, MITOSTAH, Ms Chimdinma Okoronkwo, explained that MITOSATH collaborated with Federal Ministry of Health, Lagos State Ministry of Health and the World Health Organization to implement the first ward level strategy of Mass Administration of Medicines against Schistosomiasis adding that MITOSATH has also hosted dissemination workshops to afford stakeholders and partners the opportunity to share knowledge, best practices and lessons from implementation of NTD prevention, control and elimination exercise in Lagos State.

She noted that MITOSATH is also ready to collaborate with NTD Programme Unit of the Lagos State Ministry of Health, the Federal Ministry of Health and WHO to assess the prevalence of Lymphatic Filariasis and Onchocerciasis in 20 LGAs of Lagos State.

Appealing for private sector engagement for elimination of NTDs, the Executive Director stated that all hands must be on deck to eliminate NTDs in Lagos and Nigeria. “Together we can eliminate NTDs in Lagos and Nigeria at large”, She said.

Open Rape of Fiscal Responsibility and Financial Probity by Livy-Elcon Emereonye

A closer look at our system and those in positions of authority can make one argue that we are indeed a different set of people.

There is something wrong with us, as a people, in this part of the world that urges most of us to build and maintain the path of perdition. There is something in our genetic make-up that wired us for deception and confusion.

We don’t just play the game of pantomime; with a passion, we love a state of all motion, no movement. We can be busy doing nothing, and can spend a fortune to pull people down.

Oftentimes, regardless of age and status, our actions tend towards falsification and eradication of due process for selfish gains. And when we benefit from the rot, we care less about aggrandizement and bastardization but will rather aid and defend the rape with all sorts of arguments. Some people can sugarcoat evil and call vices virtues in anticipation of favour even where there is none. But no man can give what he lacks.

We don’t just put red tapes for those coming after us, but we can shamelessly destroy the bridges after using them. As long as our bread is buttered and served hot, every other person can die of hunger and go to hell.

In pursuit of selfish ambitions but more for the love of evil, our professors profess nonsense and the lawyers defend illegality. In a bid to make billions, some people can waste millions of souls without blinking an eye. We play dirty politics and glorify it.

It can be quite funny seeing what people do when power is entrusted to them. It smacks of wickedness the extent they can go, abusing what they should protect and preserve. In sheer display of ingratitude, the “man of power” can play God but as many did, ended up as scraggy mad dogs.

The abuse of office starts with having shallow knowledge of power and the true essence for its possession. This becomes worse when someone is promoted above his ability. Left unchecked, such abuse can metamorphose into intoxication with a transient state of euphoria. This is the genesis of bad governance and psychopathy in power. Like cancer, it can metastasize and deteriorate fast, leading to a painful destruction where one smells and rots before death.

But with fiscal responsibility things can be done positively differently and abuse can be minimized or eliminated.

However, there seems to be a dearth, if not absence, of fiscal responsibility in this part of the world as power seems to make people idiotic and moronic, losing every sense of responsibility.

What is fiscal responsibility?

Fiscal relates to the management of government taxes and revenues. Derived from the Latin word fiscus, it means “basket” or “treasury.” In ancient Rome, fiscus was the term for the treasury controlled by the emperor, where the money was literally stored in baskets and was collected primarily in the form of revenue from the provinces.” (https://www.merriam-webster.com/dictionary/fiscal)

“Fiscal responsibility or fiscal sustainability is at the core of good governance; it is all about translating democratic practices into the fiscal arena, to manage resources in a way that meets the needs of present and future generations, to create wealth and ensure that it is retained for the good of the society.” (“Fiscal Responsibility Commission – Promoting Fiscal Responsibility” https://fiscalresponsibility.ng)

Probity is ‘strict adherence to a code of ethics based on undeviating honesty, especially in commercial (monetary) matters and beyond legal requirements.’ (Businessdictionary.com 2015) With this definition, one may look at Financial Probity as all of the procedures, processes and systems that a business may put in place to minimise risks concerning any transactions involving money. This may include purchasing, staff payments, contracts and dealings with customers. To do this, there should be a probity check.

The Northern Territory Government describes a probity check as an investigation into an organisation’s (or persons) background to determine their ‘fitness to undertake a specified activity for which authorisation is required. Probity checks investigate the previous history and activities of organisations and individuals, especially but not only in respect of financial records and legal involvements.’ (Northern Territory Government 2015, ‘Probity Checks’)

“Probity is integral when dealing with large organisations, especially those that hold Government contracts, and when receiving public money to fund their organisation. Organisations receiving public money, such as grants and donations, must be able to assure the funding bodies and community that they can be trusted. Probity should also be considered when you are deciding on partnership arrangements.”

Probity principles may include among others: accountability, which is, being able to explain the way duties are performed, how decisions were made, how money was spent. It involves maintaining good records that leave an audit trail.

There should be transparency which is the willingness to be able to explain any decisions made and being confident that the reasons for those decisions are ethical. ‘Transparent processes minimise the opportunity for and risk of, fraud and corruption.’ (Council of Social Service 2011)

Probity involves impartiality which will ensure that all processes (dealing with people, recruitment, dealing with other organisations) must be honest, fair and free from bias.

Of utmost importance is confidentiality. The privacy and confidentiality of any materials or matters that one deals with must be maintained. This may include personal information collected from members or customers and from staff. The materials must be stored securely to protect the rights, interests and reputation for confidentiality issues is a serious business which its breach may lead to litigation.

It follows that fiscal responsibility and financial probity should remain integral parts of governance. They will make a government responsible and responsive, guarding against abuse and promoting good governance through meaningful policy thrust and result-oriented programmes based on accountability for sustainability.

However, to make simple things complex and create problems where none existed, some people for whatever reasons have chosen and taken the part of ignominy and destroyed what they were to protect and preserve. Out of the intoxication of power but more in a sheer display of stupidity of ignorance, some people in positions of authority have ended up eroding public confidence by destroying what they should defend. They lie, steal, maim and kill in the name of power.

Whatever the case, if the process is wrong, the outcome will never be right – and every wrong process with its associated outcome should be resisted, else it becomes a norm and a reference for abuse. Where mistakes are made and the errors are acknowledged, the honourable path should be followed with corrections made.

It is the way of the primitive mind, in an attempt for selfish gains, to always abuse privileges and turn around to blame another person for the woes.

In what they could perceive as act of heroism, a group of idiots would gather for a rape only to turn around to become complaints, complaining for peaceful resolution that may never happen otherwise they beat their chests in accomplishment of premeditated goals. Don’t fall for the ploy.

Until people are held responsible for their actions even years after leaving office, things will not change and improve for the better. It pays to be accountable.

When a process is violated and a procedure is abused, the best option would be to cancel the exercise and its associated outcome to avoid litigation that might lead to other things. When it is inevitable to dance naked and fight for one’s right, there is no length one cannot transverse to prove that leniency is not weakness. There will always be consequences.

Prevention is better than treatment so if reversing a policy is the best approach to keep and maintain a cordial relationship, a wise person should do it rather than flexing up muscles and ending up fragmenting the system. Except death, there is nothing without alternatives.

Nothing can be more rewarding in public office than transparency and being transparent. It gives confidence and equips for boldness. It is the best legacy anyone can leave for posterity.

Be responsible. Life after office can be funny at the extreme.
