…Mobilizes Resources through EKOSHA for Health Insurance Premium

…. Disbursed N750 Million Equity Funds as Insurance Coverage for Vulnerable Residents

No fewer over 230,000 indigent and vulnerable residents of Lagos State, including; members of elderly and orphanage homes, vulnerable persons living with HIV/AIDS, Tuberculosis, Sickle cell Anaemia, and victims of domestic and sexual violence spread across the 57 local government and local council development areas are currently benefitting from free health insurance coverage sponsored by the State Government through the Eko Social Health Alliance (EkoSHA).

Speaking today at the media launch of the Eko Social Health Alliance (EkoSHA) held at the Providence Hotel, GRA, Ikeja, the Honourable Commissioner for Health, Prof. Akin Abayomi explained that EkoSHA, an initiative of the Lagos State Stat Government coordinated through the Lagos State Health Management Agency (LASHMA), is an alliance of private institutions, public institutions, development and multilateral partners and individuals seeking the good of all residents of Lagos.

He said: “The initiative is designed to mobilize adequate funds to help the identified vulnerable residents of Lagos state access the health insurance through the Ilera Eko Social Health Plan under the Lagos State Health Scheme (LSHS). EkoSHA will also provide access to social welfare empowerment programs so that beneficiaries do not only have health insurance but are provided opportunity and support that will gradually lift them out of poverty”.

Abayomi who was represented by the Director, Medical Administration, Training and Programs in the State Ministry of Health, Dr. Funmilayo Shokunbi further explained that the alliance, in addition to mobilizing more funds to help the identified vulnerable Lagos state residents access health insurance, will also collaborate with different departments and agencies engaged in social welfare empowerment and poverty alleviation programs so that beneficiaries do not only have health insurance but are provided opportunity to enhance their ability to attain sustainable livelihood.

“EKOSHA will collaborate with Social Welfare and Empowerment MDAs/ Organisations to provide a means of livelihood for these beneficiaries such that they do not remain dependent and can eventually afford to pay health insurance premiums for themselves”, he said.

Abayomi noted that the Governor of Lagos State, Mr. Babajide Sanwo-Olu graciously approved 1% of the State’s Consolidated Revenue Fund (CRF) as equity fund to pay for residents who cannot afford to pay health insurance for themselves in order to ensure that Lagos State residents, including its vulnerable population, have access to the state health scheme.

He said: “The Lagos State Government continues in giant strides towards the Sustainable Development Goals and especially the Universal Health Coverage (UHC) journey of the State. This is evident in the various empowerment schemes especially through the agricultural sector, the housing schemes, the health sector improvement, transportation and other infrastructural development under the leadership of Governor Babajide Sanwo-Olu”.

The Commissioner disclosed that since the commencement of access to care for the vulnerable residents on the ILERA EKO Social Health Plan in 2020, a total of N750 million has been disbursed as equity fund in addition to the Basic Healthcare Provision Fund (BHCPF), and sponsorships from a few individuals and organizations; to provide health insurance for the vulnerable residents of the State.

While noting that the media launch programme is intended to raise the level of public awareness for EkoSHA initiative to stir up a positive reaction in the minds and hearts of well-meaning Lagosians and Nigerians to raise funds to pay for the health insurance coverage of millions of vulnerable residents of the State, Abayomi called on philanthropists, well-meaning people and organisations to key into the alliance and contribute their quota in their various capacity.

“This is a laudable one and we must not relent till the goals and objectives of EKOSHA are met. It is also our aspiration that these efforts will improve the health indices of Lagos State. As an administration, we will be unrelenting in pushing the frontiers of innovative financing for healthcare in Lagos State till we build a healthcare system that works for all”, the said.

Speaking in the same vein, the Permanent Secretary, Lagos State Ministry of Health, Dr Olusegun Ogboye who was represented by the Director, Diseases Control, Dr. Rotimi Agbolagorite noted that the objective of the EkoSHA initiative is anchored on mobilizing additional funds through a strategic alliance with suitable financial institutions leveraging on a crowdfunding financing model to provide more funding options for the health care of the vulnerable residents of Lagos.

According to him, other objective of the initiative include, urging funding partners and facilitators like banks, local and international donor agencies, corporate bodies, religious organizations, NGOs and high net worth individuals register for the adoption of vulnerable residents by paying premiums for their healthcare coverage and providing social safety net for beneficiaries through access to the state’s numerous empowerment programs.

Ogboye explained further that the initiative targets the vulnerable and indigent persons as defined by in the LSHS Law which include members of the Lagos State Social Register (LSSR), vulnerable persons living with special conditions such as Tuberculosis, HIV/Aids, Sickle Cell Anemia and Lupus, victims of sexual and domestic violence, teen moms, members of Destitute, Orphanage and Elderly Homes as well as other vulnerable groups as determined by LASHMA.

While commending the the Governor of Lagos and the First Lady of Lagos State, Dr. Ibijoke Sanwo Olu for their passion and commitments in ensuring that indigents, domestic and sexual abuse vulnerable live a good and healthy life, the Permanent Secretary stated that the State government is always open to collaborations from everyone who has the interest of the vulnerable and indigent people at heart and can partner with the government to sponsor beneficiaries in any of the  three EKOSHA ACE Model of  adoption, crowd funding and events model designed to raise additional funds for the healthcare of the vulnerable and indigents in the State.

Similarly, I commend the First Lady of Lagos State, Dr. Ibijoke Sanwo-Olu, for her passion and commitments in ensuring that the indigents, domestic and sexual abuse vulnerable live a good and healthy life”. He said.

General Manager, LASHMA, Dr. Emannuella Zamba in her remarks assured that the agency remains committed to ensure that equal opportunity is given to those who cannot afford to pay the ILERA EKO premium in line with Section 20 of the LSHS Law, which stipulates that the Agency should ensure the availability of alternative sources of funding to the health sector for improved services.

Let me buttress that EkoSHA was formed to increase vulnerable coverage on the Lagos State Health Scheme to complement Government effort and resources as well as collaborate with Lagos State MDAs and organizations in charge of skill acquisitions, social welfare and empowerment programmes so that apart from enjoying ILERA EKO, they can equally acquire skills, stand on their own and become employers of labor. This, of course, will go a long way in making life meaningful to the vulnerable and indigents in our society”, She said.

Zamba appreciated various donors and developmental partners, organizations, political leaders, Nigerians in diaspora, non-governmental organizations (NGOs) and eminent personalities who have contributed in no small measure to help achieve the objective of EkoSHA.

LAGOS RESTATES COMMITMENT TO HIGH IMPACT REPRODUCTIVE AND CHILD HEALTH SERVICES

….UNVEILS SOMLPforR IMPLEMENTATION AND CLOSURE REPORT
Lagos State Government has restated its commitment to the provision of a high impact reproductive and child health care services as part of efforts geared towards Maternal and Child Mortality reduction in the State.
Permanent Secretary, Lagos State Ministry of Health, Dr Olusegun Ogboye who disclosed this today at the unveiling of the Saving One Million Lives Program for result  (SOMLPforR) implementation and closure report at the Providence Hotel, Ikeja, noted that the State Government is exploring the SOMLforR program and other maternal and child mortality reduction strategies to improve health outcomes.
Ogboye explained that the Saving One Million Lives program; an initiative launched by the Federal Government to improve health outcomes and halt avoidable maternal and child deaths represents a bold attempt to improve maternal and child health indices not only in Lagos but nationwide.
He added the initiative focuses on six important pillars of Maternal, Newborn and Child Health which include; improving Maternal Newborn and Child Health, improving routine immunization coverage and achieving polio eradication; elimination of Mother-to-Child transmission of HIV, Scaling up access to essential medicines and commodities, Malaria Control and improving child nutrition.
In his words: “I would like to welcome everyone to this dissemination meeting for the SOML saving One Million lives program for results which is a program that is focused mainly on expanding immunization, improving Maternal Newborn and Child Health, improving child nutrition, increasing up take of family planning and thereby improving contraceptive prevalence rate in Lagos, increasing up take  of HIV counselling and testing, improving on the provision of essential medicines and working on some capacity building for our healthcare workers, amongst other interventions”.
Dr. Ogboye explained further that the Lagos State SOML PforR program implementation and closure report gives a whiff of the management of primary healthcare in Lagos and how the activities have sustained some of the best indices recorded. He noted that the implementation and closure report also describes the interrelationship between the SOMLpforR program and the activities of Lagos State Government regarding maternal and child health.
He added that the report underscores the advancement of the health system in Lagos and its capacity towards structuring sustainable health for lagosians.
The Permanent Secretary noted that the report also highlights the synergy of the program implementation units in the collaborative effort of improving maternal and child health in Lagos.
Ogbiye however assured that the recommendations made in the report will go a long way to drive a more agile responsive and innovative primary health care services in the state.
Earlier in his address, the former National Programs Manager for Saving One Million Lives Program for Result, Dr. Ibrahim Abubakar Kana congratulated Lagos State Government for mile stone achievement recorded in the State health sector through the program.
He noted that the unveiling of the program implementation and closure report showed that the state is action and result oriented with sustainable plan to make good initiative thrive.
“I am using this medium  to congratulate Lagos State Government specifically Lagos State Ministry of Health for this mile stone achievement, having been the first state in the country to actually conduct a survey of all medical facilities in the state. 
“I am so happy to be here today to witness this dissemination of implementation and closure report of the Save One Million Lives Program in Lagos. Indeed, Lagos is an action state, lagos is a result oriented state and lagos will continue to spare head success in all facets of life.”. He said.

Programme lead,Lagos State SOMLPforR,  Dr. Mazeedat Erinosho, in her remarks stated that SOML PforR has achieved a far reaching success  in the last four years.
She attributed the success largely due to the dynamic structure, system and enabling processes of the State government. 
Erinosho appreciated the Commissioner for Health, Professor Akin Abayomi, Permanent Secretary, Ministry of Health, Dr. Olusegun Ogboye as well as the Permanent Secretary Primary Health Care Board, Dr. Ibrahim Mustapha for their unwavering support of the success of the Saving One Million Lives Program for Result in the state. She however assured that the SOMLPforR team will continue to work assiduously in the provision of a sustainable health care delivery services in the state which is in line with the Health and Environment mandate of the Present administration.

200 PEOPLE BENEFITS FROM LAGOS FREE EYE SURGERY PROGRAMME

….As Part of Governor Sanwo-Olu’s Promise to Increase Access to Eye Care Services

No fewer than 200 Lagos residents from Epe and Badagry divisions of Lagos have benefitted from a free eye surgical expedition programme sponsored by the Lagos State Government as part of efforts to reduce blinding eye conditions amongst residents.

The surgical exercise which was carried out between Tuesday 6th and Thursday 8th December, 2022 in partnership with a leading eye care foundation, the Indo Eye Care Foundation was preceded by a screening exercise where over a thousand people were screened for varying blinding conditions.

Speaking during his visit to the screening site today, the Permanent Secretary, Lagos State Ministry of Health, Dr. Olusegun Ogboye explained that the Lagos State Government regularly embarked eye care outreaches to communities as part of effort to improve access to good eye care services and prevent avoidable blindness.

In his words: “What we are trying to do is to prevent avoidable blindness in people so that people get access to good eye health care services irrespective of their financial status. People who will otherwise be blind, can have their sight restored through simple surgeries which we are providing free of charge, these surgeries is funded by the State government under the leadership of our dear Governor, Mr. Babajide Sanwo-Olu who is ensuring that no one is left behind in the State healthcare system”.

Ogboye further explained that the free surgical expedition programme is targeted at addressing cataract and Pterygium excision which are amongst the leading cause of blindness, vision loss and eye impairment worldwide adding that the programme is fulfilment of Governor Babajide Sanwo-Olu’s promise to increase access to qualitative eye health care services in Lagos communities.

“A lot of eye disorders are preventable and a lot of them are also treatable. So it is sad when people are handicapped or incapacitated by problems that can be solved. Sometimes they are also aware that they can be solved but they don’t just have the money to address it, so people live with blinding eye conditions when a simple corrective surgery can be done to deal with the problem.

“That is what we are trying to do, to put light into people’s lives by restoring their sight. We are reaching all the local government areas with this free eye screening and surgical expedition using five Lagos divisions called the IBILE divisions, we have done two divisions earlier, we are currently doing Badagry and Epe division during this expedition, and we will get to others soon”, the Permanent Secretary said.

He disclosed that the surgical expedition will be an annual programme adding that the Lagos State Government will continue to partner with Indo Eye Care Foundation to bring succor to residents in dire need of the surgical intervention for sight restoration.

“We intend to take on more people each year, especially with the support of Indo Eye Foundation. We can take a certain number, and with their help, we can expand that number and improve on the number of people we are dealing with, and this is something that is very important to Governor Babajide Sanwo-Olu, He has insisted that we take this service to every nook and crannies of this state to reduce and eliminate blindness”, the Permanent Secretary stated.

He noted that medical expeditions are part of the Ministry’s strategies through outreaches to support the routine health care system targeting specific populations who cannot afford treatment for eye health care services.

“Sometimes people get missed and also people get lost in the routine health system. This is a way to come out of the system and do this outreaches especially because it is targeted at people that cannot afford treatment in the normal system, and so it is a supportive service to the system and not in any way to replace the system”, Ogboye said. 

He urged citizens to get their eyes checked at least once every year especially if 40 and above. “Get an eye check done, and if there is any problem affecting your vision don’t assume it is just age, go and see a doctor let them see what it is and see if it is something they can correct or at least manage”.

Speaking in the same vein, the Director, Medical Administration, Training and Programs in the Ministry of Health, Dr. Olunmilayo Shokunbi explained that the Blindness Prevention Program Unit in the Ministry of Health which is saddled with the responsibility of reducing blindness among the citizens of Lagos State is responsible for free surgical expedition this program.

She disclosed that Ikorodu and Lagos divisions had earlier benefitted from the surgery programme in October adding that the outreach team will move to other divisions in the course of the expedition.

“The leading causes of this visual impairment and blindness include uncorrected refractive errors and cataract and that is why we are here. What we are doing today is performing surgery at no cost to as many people that have cataract, it is a surgery that is less than 30 minutes. There is no harm in doing surgery, if you don’t have any other irreversible eye condition, you will see better after your cataract surgery”, She stated.

One of the beneficiaries of the surgery programme, Abdul-Fatai Shabi, a resident of Epe local government, thanked the Lagos State Government for the intervention which has brought succor to many like him in the State.

He said: “The team came to Epe to inform us that something like this will come up appealing to people with eye problems to come for screening. I am very happy I can see, read and do things on my own without aid. I am very happy particularly because I have been facing this problem for a long time, but I am thankful that the Lagos State Government thought it wise to come to our aid and put smiles back on our faces. We are very grateful”

Lagos State Government today commenced free school based deworming exercise to treat soil transmitted helminthiasis (STH), targeting 1.3 million school aged children between ages of five and 14 year who are at risk of parasitic worm infections in the State.

The exercise which is being implemented in partnership with the Federal Ministry of Health and a non-governmental organisation, Evidence Action holds in 10 soil transmitted helminthiasis endemic local governments including; Ajeromi/ Ifelodun, Amuwo Odofin, Apapa, Badagry, Epe, Ibeju Lekki, Lagos Island, Lagos Mainland, Ojo and Shomolu.

Speaking to newsmen on the modalities for the implementation of the exercise, the State Commissioner for Health, Prof. Akin Abayomi disclosed that the five days exercise will be carried out from Tuesday 22nd to Saturday 26th November, 2022.

He added that, children, aged five and 14 years, in Schools and communities in the 10 LGAs will be dewormed and treated for soil transmitted helminthiasis using Albendazole Tablets during the exercise.

In his words: “The Lagos State Ministry of Health is happy to collaborate with the Federal Ministry of Health (FMOH) and Evidence Action to commence implementation of the biannual school based deworming exercise targeting children 5 to 14 years, enrolled and non-enrolled in Primary and Junior Secondary Schools to treat soil-transmitted helminthiasis (STH) using Albendazole; a medication used to treat infections caused by worms.

This round of treatment will focus on 10 endemic LGAs – Ajeromi/ Ifelodun, Amuwo Odofin, Apapa, Badagry, Epe, Ibeju Lekki, Lagos Island, Lagos Mainland, Ojo and Shomolu reaching approximately over 1.3 million at-risk children in primary and junior secondary public and private schools with safe and free medicines received from World Health Organization drug donation program.”

Abayomi disclosed that more than 1.5 billion people, representing 24% of the world’s population, are infected with soil-transmitted helminth infections adding that over 875 million of this population are children.

He explained that Nigeria has the second-largest population of infected children worldwide with the prevalence of about 29 million cases, bringing to fore the need to put in place strategies to treat and eliminate soil-transmitted helminth and schistosomiasis infections.

According to various surveys that have been conducted by the FMOH, Soil transmitted helminthiases and schistosomiasis have been detected in several LGAs at a level that require mass treatment of all school-age children. Soil-transmitted helminths are significant public health burdens in Nigeria.Evidence has shown that worm infections interfere with nutrient uptake causing anemia, malnourishment and impaired mental and physical development”, Abayomi stated.

The Commissioner noted that School-age children are particularly vulnerable and most at risk stressing that the infection pose a serious threat to children’s health, education, and economic potential as School-age children harbor the highest intensity of infection by soil-transmitted helminths.

“The World Health Organization (WHO) and Nigeria’s Federal Ministry of Health (FMOH) recommend a mass administration of deworming medicines using a large-scale school-based and community-based approach to control this disease. School-based deworming is a safe, simple, and cost-effective solution to reducing the burden of parasitic worm infections in children”, he said.

Abayomi noted that School-based deworming is an important evidence-based strategy to treat children at risk of parasitic worm infections adding that teachers and community health workers have been trained to safely and effectively administer the medicines to the children.

While urging residents in the affected LGAs to take advantage of exercise, the Commissioner noted that the exercise reflects the State Government’ commitments towards a worm-free state for all, especially school aged children.

“The state is proud to be able to provide treatment across these endemic Local Government Areas with plans to scale up in the coming years through active collaboration with the State Ministry of Education, SUBEB,

Federal Ministry of Health, and in partnership with Evidence Action”, He said.

Also speaking, the South-West Program Manager, Evidence Action, Maryann Edeh who represented the Director West and Central Africa, noted that the school based deworming programme is an effective and cost effective strategy to ensure that the diseases disrupting the educational growth of children are treated.

She explained that Evidence Action has over the years lent supporting hands to assist governments across the world in the organization of various programs stressing that the organization is currently targeting the deworming of over 1.3 million school children in Lagos. She however noted that the deworming exercise is not limited to children in school alone.

“We are an international organization in several countries. We have a track record of supporting governments across the world to set up programs like this. We are particularly honoured that we are able to extend this technical assistance to Lagos”. She said.

She encouraged parents residing in the affected LGAs where the exercise is being held to ensure that their children and wards within the target age bracket receive deworming treatment noting that the treatment is free and effective.

The Best Collaboration award went to Elton John and Dua Lipa for the song Cold Heart PNAU remix.

In the Favourite Male Pop Artiste and Pop Song categories British singer songwriter Harry Styles won.

Morgan Wallen picked up the Favourite Male Country Artiste and the Favourite Country Song awards.

In the Favourite Pop Duo/Group category BTS won while American singer songwriter Chris Brown picked up the Favourite Male R and B Artiste award.

Discrimination against children impacts their education, health, and access to government resources – UNICEF

Rights denied: The impact of discrimination on children shows the extent to which racism and discrimination impact children’s education, health, access to a registered birth, and a fair and equal justice system, and highlights widespread disparities among minority and ethnic groups.

“Systemic racism and discrimination put children at risk of deprivation and exclusion that can last a lifetime,” said UNICEF Executive Director Catherine Russell. “This hurts us all. Protecting the rights of every child – whoever they are, wherever they come from – is the surest way to build a more peaceful, prosperous, and just world for everyone.”

Among the new findings, the report shows that children from marginalized ethnic, language and religious groups in an analysis of 22 countries lag far behind their peers in reading skills. On average, students aged 7-14 from the most advantaged group are more than twice as likely to have foundational reading skills than those from the least advantaged group.

Nigeria has 18.3 million children who are not in school, and a high number of children attending schools but not getting a solid education that can translate into good prospects for their future. While this crisis affects children across the country, girls, children with disabilities, children from the poorest households, street children, and children affected by displacement or emergencies are affected more.

Discrimination and exclusion deepen intergenerational deprivation and poverty and result in poorer health, nutrition, and learning outcomes for children, a higher likelihood of incarceration, higher rates of pregnancy among adolescent girls, and lower employment rates and earnings in adulthood.

The Youth Agency Marketplace (YOMA), a digital platform, is galvanizing children and young people around the world, including the marginalized, to build and transform their lives by actively engaging them in innovation challenges, social impact tasks and learning to earning opportunities.

While COVID-19 exposed deep injustices and discrimination across the world, and the impacts of climate change and conflict continue to reveal inequities in many countries, the report highlights how discrimination and exclusion have long persisted for millions of children from ethnic and minority groups and children living with disabilities, including access to immunization, water and sanitation services, and a fair justice system.

“On World Children’s Day and every day, every child has the right to be included, to be protected, and to have an equal chance to reach their full potential,” said Russell. “All of us have the power to fight discrimination against children – in our countries, our communities, our schools, our homes, and our hearts. We need to use that power.”

LAGOS, Nigeria, 12 November 2022 – Today, popular Nollywood actress, Ini Edo and actor, IK Ogbonna were unveiled as Niyel Immunization Champions. In this role, they committed to a partnership with Niyel to reorient the public on the importance of vaccines and immunization. The event took place in Lagos State, Nigeria and witnessed the signing of a memorandum of understanding (MoU) and a press conference by the celebrities. The event coincided with the global celebration of World Pneumonia Day; a day set aside to raise awareness on the deadly nature of pneumonia and to highlight global action to protect against pneumonia, including the use of pneumococcal vaccines.

Niyel was represented in the unveiling and MoU signing by its Senior Advocacy Officer, Dr. Obinna Ebirim. In his opening remarks, he said:

“Today is World Pneumonia Day and Pneumonia is a life-threatening illness but can be prevented through vaccines. However, many are missing out on the preventive pneumococcal vaccines. Engaging celebrities like Ini Edo and IK Ogbanna with numerous fans across many African countries and huge online followship, is a good strategy to reach many who are missing out on these vaccines and increase their confidence in immunization. Vaccines save millions of lives yearly and protect us, our children, and communities from many deadly diseases. We call on other celebrities to join these Nollywood stars to become champions and save lives.”

Speaking on why they decided to partner with Niyel on this social cause, Ini Edo highlighted the increasing number of unvaccinated children in Nigeria and Africa which worsened during the COVID-19 pandemic in part due to unnecessary fear and unfounded rumours. She said that this led to resurgence of some vaccine-preventable diseases, increased the number of children falling ill from these diseases and more associated deaths. The award-winning Nigerian actress add:

“The increasing number of unvaccinated children, leading to increased cases of vaccine-preventable diseases and deaths, is worrisome. As celebrities, we must use our popularity to save lives by educating our audience on the importance of vaccines and correcting misconceptions around immunization. My colleague IK and I have agreed to become Niyel Immunization Champions because it is a worthy cause and aligns with our passion for doing good.”

Ik Ogbonna stated that as Immunization Champions, they will leverage on their large followship online to share key messages, have weekly LIVE online discussion sessions on vaccines and immunization, burst vaccines myths and conduct online quizzes in which prizes will be won. He further noted the choice of World Pneumonia Day 2022 to mark the start of this worthy humanitarian cause was intentional, and necessary to highlight the severity of vaccine-preventable diseases such as Pneumonia, and the role vaccines play in preventing associated deaths especially in children. He said:

“It is important that we are starting these media activities as Immunization Champions on World Pneumonia Day 2022 because pneumonia is one the deadliest diseases that is vaccine-preventable and has killed many, especially those that are unvaccinated. In 2022, the World Health Organization and UNICEF published a report that revealed that 25 million children missed out on essential vaccination in the previous year. Vaccine distrust and low confidence in immunization, which worsened during the COVID-19 crisis, was a major contributing factor along with large scale misinformation. The increasing number of zero-dose (unvaccinated) children portends a great danger as millions are left with no protection against deadly diseases such as pneumonia.
