Commissioner for Health Inspects two General Hospitals Undergoing Renovation

In line with the current administration’s medical infrastructure blueprint strategy which is aimed at revamping health facilities and make it fit for purpose, the Lagos State Government has commenced phased refurbishment and renovation of all general hospitals in the State.

State Commissioner for Health, Prof. Akin Abayomi who disclosed this today after a facility inspection tour of two secondary health facilities; Ebute Metta and Harvey Road Health Centres, that have been approved for refurbishment in 2021, noted that the refurbishment and renovation strategy which commenced last year would address the issues of design faults, drainage, patient flow, staff flow, water collection, infection prevention compliance or non-compliance, energy and ventilations.

Said he: “Mr. Governor already knows the state of the General Hospitals and his mandate is that we do a deep refurbishment in all the general hospitals and bring them all to standard that is acceptable at an international standard.

“So, instead of repairing the general hospitals in little pieces every year, we are coming to a number of hospitals every year to do a complete refurbishing so that by the time we finish it will look like a brand new hospital and we won’t need to come back to that hospital for a number of years, and then, we move on every year to refurbish six-seven or eight hospitals; that way in two or three years, we would have covered most of the hospitals in Lagos State.”

Abayomi while noting that eight hospitals have been earmarked for deep refurbishment in 2021 in addition to the ones started last year, added that the refurbishment and renovation project would also focus on bringing down the carbon footprints in the medical infrastructure and embracing renewable energy like solar, inverters and natural ventilators.

“We are trying to keep the hospitals a low energy and low carbon footprints; we don’t want the Medical Director to spend their IGR on diesel and fueling Generators. So, where we can cool a building down naturally and use renewable energy like solar or naturally ventilators or inverters, we would do that just to bring down the carbon footprints of all our medical infrastructure and reduce use of fossil fuel and generally redesign the building or rehabilitate it to be a lot cooler”

“We are also paying attention to sanitation; toilet, wash hand basins and we are making sure that all the fittings are robust, strong and dependable, so that for five-ten years, none of the replacement will suffer underlying disrepair. So, that is generally what the intention is”, he said.

He noted that repair and refurbishment would be carried out in such a way that would not allow for major repairs in another decade except for continuous maintenance that would be done by the hospital management in collaboration with the Lagos State Asset Maintenance Agency (LASIAMA).

“For the refurbished buildings, you will see that we are going to do complete refurbishing and replacement, making sure that we pay attention to all the issue that I earlier highlighted and once we finish, we come and commission and for five to ten years, we won’t have to come back except for minor issues where the Medical Directors will use their IGR to fix while we move on to other hospitals and health facilities in the State doing the same thing.

“We have about 27 general hospitals, so we have a lot of work to do but we are making sure that everywhere we go, we are going right to fix and address the problem; the structural integrity, ventilation, Infection Prevention and Control, movement of patients and staff, power, flooding and all kinds of issues”, the Commissioner said.

Abayomi disclosed that the State government has embarked on some Greenfield medical infrastructure projects to prevent issues noticed in health infrastructure across all levels of care in the State. He added that all issues bedeviling medical health infrastructure will disappear when the Governor Jide Sanwo-Olu’s Medical Infrastructure Blueprint strategy is rolled out.

“So the hospitals we will be building henceforth would be design fit for purpose with attention to all the issues mentioned. We have competent contractors, project managers and medical facilities project implementation unit; a robust team that does the pre-assessment and project manage the contractors and the consultants to ensure we are getting what we want. There will be no shortcuts, we are not going to accept or tolerate short cuts. What we pay for, is what we are going to get”, he said.

Abayomi noted that with the ongoing refurbishment and roll out of the Governor’s medical infrastructure blueprint, the medical infrastructure landscape of the State would look completely different adding that attention would be paid on maintenance.

“There is no point coming in here to do a deep refurbishment only to allow it to disintegrate afterwards. Once we have done a deep refurbishment, we have an agency that is responsible for Maintenance and they are part of the refurbishment strategy and once we finish, then we are going to have what we call a maintenance culture to make sure the infrastructure does not suffer dilapidation due to neglect.

“So all the engineers on site would be programmed for maintenance and LASIAMA would come in and set up a facility management programme and make sure the deep refurbishment done is maintained”, the Commissioner said.

A Military Plane Beechraft AIRKING B350I enroute Abuja from Minna has crashed at the Nnamdi Azikiwe International Airport.

The aircraft belonging to Nigerian Air Force NAF201 B350 departed Abuja at 1033UTC with 7 persons on board including 2 crew.

Aircraft was said to have reported engine failure at time 1039 and crashed landed on the final approach path of Abuja Runway 22 at time 1048UTC.

All persons on board reported dead.

VERIFICATION OF COVID-19 PCR TEST RESULTS IN LAGOS STATE

The Lagos State Government has deployed a verification platform to validate the authenticity of COVID-19 PCR tests done within the Private Laboratory Consortium and all State Public laboratories for outbound flights.

This platform can be accessed through an App and the use of USSD (Unstructured Supplementary Service Data-codes).

The USSD option, which is available on all networks in Nigeria, can also be accessed outside of Nigeria as long as the mobile line is on a Nigerian Telecommunications Network.

The USSD option can be accessed by dialing *35131*19# on the 9mobile network and *55500*19# on all other networks and following the onscreen prompts to verify results. The first 30,000 result verification will be free – courtesy of the Lagos State Government. Subsequent verification will attract N50 per usage for the user/client.

The Lagos State COVID-19 Result Verification App can be downloaded through Google Store, Apple Store or directly through the internet, using the link https://appsenjoy.com/ZZXaP. It will utilize the laboratory reference number to verify the COVID-19 PCR test, validating the result real-time and passengers can download their result sheets, which can be shown to anyone requiring it. The App version can be used and accessed within and outside of Nigeria but unlike the USSD, does not require a Nigerian Telecommunications Network. It is available once it is downloaded and the internet is available. It is noteworthy to mention that verification through the App is free at all times.

The process can be used by all clients who require the validation of COVID-19 PCR results, such as Airports, Airlines, Work- related processes and passengers themselves. The Lagos State Government would also be placing personnel at the Murtala Mohammed International Airport to assist in the verification process of the COVID-19 PCR results for all outbound passengers.

Following the re-opening of the economy, and the airport borders, it has become increasingly necessary for outbound passengers to take COVID-19 PCR tests before departing Nigeria as a prerequisite for travel to specific destinations. Unfortunately, some unscrupulous elements have taken advantage of the situation to enrich themselves by falsifying COVID-19 PCR results and selling them to passengers.

The Lagos State Government continues to frown at the falsification of COVID-19 PCR test results; and anyone caught in this illegal practice will be prosecuted. The State Government will continue to strengthen its response against this pandemic to protect the lives and livelihood of all Lagosians and residents.

NIGERIAN CIVIL AVIATION AUTHORITY (NCAA)LIFTS BAN ON BOEING 737 MAX AIRCRAFT

The Nigerian Civil Aviation Authority (NCAA) has lifted the ban on Boeing 737 Max Aircraft in the Nigerian Airspace, following the two accident involving the Boeing 737 Max Aircrafts

The NCAA in a statement signed by the Director general Captain Musa Nuhu says with they ban lifted, which takes effect from 12th February, 2021, the aircraft can now fly in Nigeria’s Airspace.

Consequent upon the two accidents of Lion Air Flight 610, an Indonesia flight which crashed into the Java Sea 13mins after takeoff, and Ethiopian Airlines flight 320, which crashed six minutes after takeoff, made the Honourable Minister of Aviation, Sen. Hadi Sirika pronounced the ban on the operations of the Boeing 737 MAX aircraft in the Nigerian airspace.

On the 18th November 2020, the Authority received a Continued Airworthiness Notification to the International Community (CANIC) CAN-2020-24 advising it of the United States Federal Aviation Administrations (FAAs) ongoing continued operational safety activities related to returning Boeing Model 737-8 and 737-9 (737 MAX) aircraft service.

This however, made the FAA issue a final rule/Airworthiness Directive (AD) that mandated the following actions for Boeing 737 MAX aircraft which includes;
Install new flight control computer software and new 737 MAX display system software;
Incorporate certain Airplane Flight Manual flight crew operating procedures, Modify horizontal stabiliser trim wire routing installations;
Conduct an angle of attack sensor system test; and
Conduct an operation readiness flight.

NCAA recognize that a Joint Authority Technical Review (JATR) that comprised of International Aviation Authorities such as the European Aviation Safety Agency (EASA), Transport Canada (TC) and the Singapore Civil Aviation Authority amongst others carried out a joint review of the Boeing 737 MAX safety system alongside FAA and NASA.
In the light of the above, the FAA has released documents on Boeing 737 Flight Standardization Board Report, revision 17, identifying special pilot training for the 737 MAX and Safety Alert for Operators.
NCAA recognises the joint review of the Boeing 737 Max Safety System and came up with the following actions required of all foreign and domestic operators:
All intending domestic operators are required to work with the Boeing Company and NCAA for the Aircraft Type Certificate Acceptance Programme in order to have the Boeing 737 MAX aircraft registered in Nigeria and issued with a Standard Certificate of Airworthiness.
All foreign air operators that intend to operate the Boeing 737 MAX aircraft into Nigeria must submit evidence of compliance with the FAA AD 2020-24-02
The NCAA says it will continue to ensure strict compliance to Safety Regulations as violation[s] will be viewed seriously

HOW LACK OF ACCESS TO HEALTH FACILITIES HAS LEFT PERSONS WITH DISABILITY EXCLUDED FROM HEALTH CARE SERVICES IN NIGERIA AMIDST THE COVID-19 PANDEMIC

THE UNITED NATIONS CONVENTION ON THE RIGHTS OF PERSONS WITH DISABILITY SAYS THEY SHOULD BE ABLE TO ACCESS THE HIGHEST LEVEL OF HEALTH CARE SERVICES WITHOUT DISCRIMINATION.

DESPITE THIS PROVISION, SUCH PERSONS HAVE CONTINUED TO ENCOUNTER CHALLENGES TO HEALTH CARE DUE TO INABILITY TO ACCESS HEALTH INFRASTRUCTURE AND TRANSPORTATION, A SITUATION THAT HAS WORSEN WITH THE COVID-19 PANDEMIC.

TO CORRECT THIS ANOMALY, STAKEHOLDERS ARE CALLING FOR IMPLEMENTATION OF POLICIES TO PROVIDE FOR PROPER INTERVENTION AND INCLUSIVENESS.

The Nigeria Centre for Disease Control NCDC says the country has been placed on a moderate alert, following the outbreak of Ebola virus disease (EVD) in Guinea And The Democratic Republic Of Congo.

In an advisory signed by the Director General Chikwe ihekweazu on Friday stated that a National Emergency Operations Centre operating from NCDC’s Incident Coordination Centre is on alert mode.

The advisory revealed that a team of first responders are on standby, ready to be deployed within 24 hours in the event of an outbreak in Nigeria and has also established testing capacity for Ebola virus disease at the NCDC National Reference Laboratory.

The advisory further stated that NCDC is working with states to strengthen preparedness activities across the country.

Nigerians have therefore be reminded to maintain personal hygiene.

The Ebola virus can be transmitted via direct contact with bodily fluids of a person who is sick with or has died from the virus.

The virus can enters the body stream through broken skin or mucous membranes in the eyes, nose, or mouth.

It can also be spread through contact with objects contaminated by infected persons as well as direct contact with the blood, body fluids and tissues of infected fruit bats or primates.

He died in a private hospital at Abuja from an undisclosed ailment on Thursday 18th of February 2021.

Dikko Inde hails Katsina State,and was the Comptroller-General of Nigerian Customs Service from August 2009 to August 2015.

Former governor of Ogun State, Otunba Gbenga Daniel, has opted out of the Peoples Democratic Party, PDP to join the ruling All Progressives Congress, APC.

Otunba Gbenga Daniel had served as campaign manager of the PDP presidential candidate in 2019, Abubakar Atiku.

According to a statement, the former Ogun State governor apologised to his former party for the short notice, stating that his support for Ogun State governor, Dapo Abiodun, was a pointer.

Otunba Gbenga Daniel explained that the decision took a speedy curve after request of the national caretaker Chairman of APC to visit him along with three governors.

The former governor said, “Dear friends & colleagues, pardon my short notice in informing you of my route to the APC which as you might have suspected started with my supporting Governor Dapo Abiodun during the last election.
