Avocats Sans Frontières France Commemorates the International Day in Support of Victims of Torture 2020…Urge Victims to take advantage of available free legal aids

Avocats Sans Frontières France/Lawyers Without Borders France (ASF France) joins the global Human Rights community and the world at large in commemorating the International Day in Support of Victims of Torture 2020.

ASF France reiterates that the use of torture by security agencies is against the principles of International Law as enunciated by the United Nations Convention Against Torture. It is also prohibited by Section 34 of the Nigerian Constitution and further criminalized by the Anti-Torture Act 2017 which prescribes a punishment of up to 25 years imprisonment for perpetrators.

“We must change the narrative of the seemingly institutionalized use of torture as a means of investigation and eliciting confessions by security agents as the use of torture is not only inherently inhuman and illegal, but also has a lasting psychological impact on survivors. Non implementation of the Anti-Torture Act three years after its enactment contributes to the impunity in the regular use of torture,” ASF France Head of Office in Nigeria, Angela Uwandu says.

True justice in torture cases can only be attained where victims obtain redress for the violations of their fundamental rights and perpetrators held accountable for these abuses. ASF France therefore, calls for concerted effort and collaboration by stakeholders in the justice system for the implementation of the Anti-Torture Act 2017 and to strengthen the National Prevention Mechanism as stipulated by the Optional Protocol on the Convention Against Torture (OPCAT).

ASF France, she says, “remains committed to providing access to justice for victims of torture on the platform of its SAFE and ProCAT projects in Nigeria. Between 2014 and 2020, ASF France has provided access to justice for 816 victims of torture in Nigeria.

o SAFE is targeted at addressing human rights violations of torture, extra-judicial killings and arbitrary detentions.

o ProCAT seeks to promote the ideals of the United Nations Convention Against Torture of which Nigeria is a signatory, and which absolutely prohibits the use of torture by security agents. Both projects are operational in Enugu, Edo, Imo, Kaduna and Lagos States.

The SAFE and ProCAT projects are supported by the European Union and the United Nations Voluntary Funds for Victims of Torture respectively.

PRESS STATEMENT

With effect from August 1st 2020 passenger service charge will be increased from one thousand naira to two thousand naira on local flights and from 50 dollars to 100 dollars on international flights.

The new charges was contained in memo to Airline Operators Committee signed by the managing director of FAAN Rabiu Yadudu who urged stakeholders to support the implementation of the reviewed tariffs.

According to The federal airport’s authority,the implementation of the new PSC is premised on the approval given by the minister of aviation.

The FAAN also disclosed in the memo that the value of the PSC is outdated as the review was long over due since the last review was done in 2011.

He said the old rate does not correlate with the prevailing economic situation and the index to meet the needs of today and future growth in passenger traffic and airport development most especially for the airports to upgrade post covid 19 standards.

Some 18 Stranded Nigerians in some European Countries have landed at the Murtala Muhammed Int’l Airport Lagos from France on a Free repatriation exercise coordinated by the Nigeria Mission in France under Amb. Dr Modupe Irele.

The exercise was monitored by Nigerians in Diaspora Commission on a free chartered flight facilitated by total .

They are to proceed on a 14 days SELF-ISOLATION as mandated by
Ministry of Health and Presidential Task Force on COVID-19.

LAGOS STATE EXPANDS COVID19 RESPONSE CAPACITY ……Approves Private Health Facilities for Testing and Management of Cases

Lagos State government has expanded its COVID19 response capacity with the accreditation of seven private laboratories to boost its testing capacity and three private hospitals for case management.

State Commissioner for Health, Prof. Akin Abayomi who disclosed this today at a press briefing to give an update on COVID19Lagos response noted that the State remains committed to bringing the outbreak under control, make economic activities continue as best as possible and improve strategies to keep the citizens safe in the face of the threats poses by the pandemic.

Abayomi explained that the State government commenced the accreditation and validation of private health facilities to assist in the fight against the virus because of the need to improve COVID19 response strategy, improve testing capacity and management of cases especially in the light of the evolving phase of the outbreak.

According to him, the names of the accredited laboratories are; Total Medical Services, Sylab, 54gene, Mebbury Medical Services, Biologix Medical Services, 02 Medical Services and Clina Lancent Laboratory.

“We want to increase our testing capacity even more and one of the tenets of managing this outbreak is to test as many people as possible so that we can employ the principle of isolation. Right now, we are testing between 500 and 800 persons a day and in the next few weeks, we will have established a consortium of laboratories to carry out the test.

“These laboratories have all passed our validation, they have been accredited and we will be adding them to our testing consortium in addition to our already established public laboratories headed by the Lagos State biobank. We are just going through the logistics of having them in the consortium of laboratories and by next week, these laboratories are going to be testing on behalf of government to provide an expanded testing strategy, so that we can get a clearer understanding of the outbreak in Lagos”

We are convinced that they can test using the molecular biology test which we call the PCR test and they all passed 100 percent. As we proceed with the expanded testing strategy, we will be testing between 1000 and 2000 a day when this private laboratories come on stream which will be anytime from nextweek”, the Commissioner said.

Abayomi also noted that the State government has accredited three private hospitals for management of cases as part of the drive to explore public private partnership in COVID19 response stressing that more private health facilities are indicating interest to partner with the State government in the fight against the pandemic

Said he, “If we start to get a large numbers of people that are positive, we need another strategy for isolation, this is the reason why we are accrediting private hospitals who are prepared to join the COVID19 response. So far we have accredited three hospitals and we have got about five more in the pipeline who wants to admit COVID19 patients and manage COVID19 cases”.

“At the moment it is illegal to manage COVID19 cases outside of an accredited facility. As a public, we implore you not to go for test or treatment in a private facility that has not been accredited by government. It is dangerous to that, if you do, you might put yourself and your family members in danger and you might certainly put staff of that facility in danger if they are not practicing according to government laid down standards”.

The Commissioner listed the accredited hospitals to include: First Cardiology Hospital, Palone Memorial Hospital and Verdic Hospital.

Earlier in his COVID19 situation analysis presentation, the Permanent Secretary, Ministry of Health, Dr. Olusegun Ogboye explained that 9,497 cases have been confirmed COVID-19 Positive in Lagos State out of which 5,064 have recovered in community.

“Of the above number of confirmed cases, 1,470 were admitted and discharged from the State’s COVID care centres, 447 patients are currently admitted in our various COVID care centres, majority of the balance 2,381 have not been picked up due to declined pickup and wrong information. Seven patients were either evacuated or transferred out of our COVID care centres while 128 patients representing 1.3 percent who have tested positive for COVID-19 in Lagos State have died” he said

He noted that even though 42 percent of the confirmed COVID19 cases in Nigeria have been in Lagos State, the State accounts for only 23.6 percent of the recorded deaths due to COVID-19 in Nigeria stressing that this suggests competence in the management of confirmed cases in Lagos State

Ogboye stated that Lagos in the next few weeks will transits to home based care option for people who have mild symptoms or are asymptomatic so as to cope with the number of positive cases in the state

“To cope with the numbers of positive cases we have incorporated what we call the home based care or the decentralization of isolation centers. In the community we will be looking for homes where people will be adequately isolated in their environment which does not pose danger to other members of the community”, He said.

Lagos State Governor, Mr. Babajide Sanwo-Olu has described the death of the former Governor of Oyo State, Senator Isiaka Abiola Ajimobi as a great loss to his family, the people of the Oyo State and the country as a whole.

The Governor added that he is saddened by the loss.

Sanwo-Olu, in a statement, signed by his Chief Press Secretary, Mr. Gboyega Akosile on Thursday, said Ajimobi’s shocking demise, after all efforts by medical professionals to stabilize him, when he took ill, has opened a deep sore in the hearts of millions of Nigerians, who looked up to him as a rallying point and a political stabilizer.

He said: “the passage of Senator Ajimobi hurt me. My heart was filled with grief when I was informed that I had lost another political icon our battle against the corona virus.”

“Senator Ajimobi was more than a politician, he was a man of many of many parts, whose managerial skills and experience are required at this critical period in our national life.”

“Senator Ajimobi was a distinguished Nigerian, who bestrode the economic and political space of the country like a colossus. He made his mark in the corporate world before venturing into politics.

“As first elected Governor to serve two terms in Oyo State, his achievements will remain indelible in the annals of political history of that State and Nigeria as a whole.”

While commiserating with the deceased’s family, Sanwo-Olu urged them to take heart, saying ‘‘the death of loved ones is usually one of the most painful episodes in peoples’ lives but we must realize that death is inevitable. We all will die someday. Therefore we must gather enough strength to carry on.”

“It is with heavy heart that I commiserate with his beloved wife, Mrs Florence Ajimobi, the children and other family members he left behind. My heart and prayers are with you all at this period of your grief. May God comfort you.”

Former Governor of Oyo State from 2011 to 2019, Abiola Ajimobi, has been confirmed Dead at the age of 70 at First Cardiologist and Cardiovascular Consultants Hospital, Lagos .

Ajimobi has been battling a corona virus-related symptoms for several weeks.

The news confirming Ajimobi’s death is coming about a week after rumors on some media platform that he was dead.

He was named the Acting National Chairman of the ruling All Progressives Congress last week but never resumed.

The former governor was hospitalised at First Cardiologist and Cardiovascular Consultants Hospital, Lagos on June 2, 2020.

He was said to have tested negative for COVID-19 an illness that caused his health to deteriorate.

Ajimobi’s wife, Florence, had earlier been hospitalised with her husband. She was, however, discharged.

He was said to have been confirmed positive earlier and was managing the situation at home before the illness worsened and he had to go to a hospital.

The former governor was said to have had diabetes and other ailments.
