NAFDAC INITIATES STRATEGY TO END REJECTION OF NIGERIAN FOOD EXPORTS TO EUROPE AND US

The incidence of rejection of food exports from Nigeria by some European countries and the United States of America may soon become a thing of the past if collaboration between the National Agency for Food and Drug Administration and Control NAFDAC and other government agencies at the ports is strengthened.

The Director General, NAFDAC, Prof Mojisola Adeyeye, made the assertion at the official commissioning of the New NAFDAC Office complex for the Murtala Muhammed International Airport/NAHCO, Lagos where she lamented that over 70 per cent of food exports from Nigeria are rejected abroad with huge financial losses to the exporters and the country at large.

A statement by the Resident Media Consultant to NAFDAC, Sayo Akintola, on Sunday, quoted the DG as saying that the deplorable state of export trade facilitation for regulated products leaving the country has continued to be a serious cause for concern for her Agency, adding that a trip to NAFDAC Export warehouses within the international airport will explain unequivocally the major reason for the continuous rejection of Nigerian exports abroad.

She, however, noted that the Agency is responding to this great challenge by initiating a collaborative adventure with the government agencies at the Ports towards ensuring that goods are of requisite quality and meet the regulatory requirements of the importing countries and destinations before such are even packaged and hauled to the ports for shipment.

According to her, this raises the need for a more enhanced regulation of export – packaging, pre-shipment testing and certification to provide some quality assurance and to minimize rejects.

To save our national reputation in the international commerce, Prof Adeyeye called on all stakeholders in the export trade to see this as a call to duty and collaborate with NAFDAC for the sake of country and our collective future.

‘’The mandate to safeguard the health of the populace through ensuring that food, medicines, cosmetics, medical devices, chemicals, and packaged water are safe, efficacious and of the right quality in an economy that is overwhelmingly dependent on importation of the bulk of its finished products and raw materials could never have been actualized without effective presence of NAFDAC at the ports and land borders’’, she said.

She recalled that this informed ‘’our push through the resilience of the past Director, Prof Samson Adebayo on assumption of duties, for the immediate return of NAFDAC to the ports that eventually happened in May 2018’’, stressing that ‘’with gratitude for the approval of the President and the various arms of the Government, the results of our presence at the ports are available for everyone to see’’.

She, however, commended the Nigeria Customs Service for the symbiotic relationship that exists between its management and the Agency, saying ‘’without customs, we will not be able to do a lot of what we have been able to do. The collaboration between Customs and NAFDAC is huge. NAFDAC is a complex organization. We are scientific. We are police and we work with DSS. We work with Interpol  and FBI because of the few  stakeholders that are unscrupulous. NAFDAC collaborates with Nigeria Agricultural Quarantine Services, to ensure that due diligence is done because over 70 per cent of the products that leave our ports get rejected. Considering the money spent on getting those products out of the country, it is a double loss for both the exporter and the country)’’.  

‘’Without the police we cannot do much in terms of investigation and enforcement. We have over 80 policemen with us in NAFDAC. They help us a lot when we are doing raids or investigations as the case may be’’.

In pursuit of its mandate, she further explained that the Agency has embarked on the optimization and customization of its processes, stating that the Ports Inspection Data-Capture and Risk Management System (PIDCARMS) is presently deployed in all of the nation’s ports and land borders to automatically capture and process data for imported regulated products from the Nigeria Customs Information System (NICIS).

The DG said the Agency is also working assiduously with relevant stakeholders towards implementation of Traceability for pharmaceuticals in Nigeria, recalling that a Traceability Pilot was conducted successfully For COVID-19 Vaccines distribution and a scale-up is being done as soon as feasible, for medicines and other regulated products.

‘’The Traceability Information System was developed from PIDCARMS, which underscores the integrative system of NAFDAC.

These efforts will further boost our regulatory oversight in monitoring the importation and distribution of medicines to ensure that spurious, substandard, and falsified (fake and counterfeit) products are minimized and are eventually blocked out from our supply chain’’.

‘’Similarly, our Post-marketing Surveillance initiatives that involve the Ports Inspection Directorate are gaining global recognition, and we intend to do much more for our nation, especially for future generations’’, she said. She stated that the Agency has extended the frontiers of the fight against substandard products through the procurement of more Truscan devices to further boost on-spot checks for quality of products at the ports, shops, market spaces and anywhere else.

According to Prof. Adeyeye, NAFDAC as a customer-focused and Agency minded organization under her leadership has ‘’steadily engaged in improving service delivery in the course of carrying out our mandate as enshrined in the NAFDAC Act Cap N1 Laws of the Federation of Nigeria (LFN) 2004, which empowers us among others, to regulate and control the manufacture, importation, exportation, distribution, advertisement, sale and use of food, drugs, cosmetics, chemicals, medical devices and packaged water (known as regulated products)’’.

She said these efforts have paid off as NAFDAC has recently been recognized as a world class regulator, with the conferment of the WHO ML3 Status and with continuous improvement of our processes and procedures progressing towards becoming a WHO Listed regulatory Authority (WLA) status to the satisfaction of our customers.

In a bid to deliver on its mandate in spite of the various challenges, she said ‘’we have spent the last few years of my first tenure in the onerous task of building new and upgrading obsolete infrastructure to make them befit to our status, and to provide a safe and comfortable working environment for our staff for maximum output’’.

The NAHCO Office Complex, according to Prof. Adeyeye, is one of the two facilities commissioned same day as part of her efforts to position the Agency as a global regulator that is fully equipped to undertake its regulatory oversight in compliance with Global best practices. She had earlier in the day commissioned the Ogun State NAFDAC office complex in Abeokuta with pomp and ceremony. Seven NAFDAC state office complexes have been completed by the DG across the country in the last five years while many others are at different stages of completion.

The NAHCO Complex presently houses fully equipped and befitting Office Spaces for staff, some of whom run a 24-hour surveillance service, a Press/Conference room that can sit forty persons, a temporary mini-warehouse equipped with temperature-sensitive storage facility, as well as light-duty vehicular equipment for safely moving items till such are ready for release or seizure for destruction.

‘’My heart broke one day in early 2018 when our former director of Port Inspection Directorate sent me a picture of our staff at the Apapa port working from inside their car with a big umbrella because it was raining so that clients can come in and take care of their business. I was shocked’’, she said in a voice laden with grief, stressing that ‘’with this monumental edifice with maximum comfort and tools, all that has become a thing of the past for our staff’’.

NDLEA INTERCEPTS UK-BOUND N.5 BILLION WORTH METHAMPHETAMINE, ARRESTS BARON, SEALS LEKKI MANSION.

Operatives of the National Drug Law Enforcement Agency, NDLEA, have intercepted a consignment of methamphetamine concealed in powdered custard containers as part of a consolidated cargo going to London, United Kingdom at the SAHCO export shed of the Murtala Muhammed International Airport, MMIA, Ikeja Lagos.

In a statement signed by the NDLEA spokesman Femi Babafemi, the illicit drug consignment weighing 30.10 kilograms with a street value of N567million was detected and seized by NDLEA operatives at the airport on Tuesday 16th May.

This was swiftly followed by a series of follow-up operations that led to the arrest of a freight agent, Nwobodo Chidiebere; a female suspect, Chioma Lucy Akuta and the suspected drug lord behind the shipment, Charles Chinedu Ezeh, who was arrested at Sotel Suites, Amuwo Odofin, Lagos on Thursday 18th May.

Ezeh claims he’s a businessman and deals in articles in Onitsha, Anambra State but investigations reveal he lived with his wife and children in London until 10th December 2022 when he fled to Nigeria after his involvement in a drug related offence in the UK.

Though he claimed to have been living in hotels since his return to Nigeria last December, operatives were however able to locate his mansion at No. 1 Hawawu Abikan Street, Lekki, on Friday 19th May, where a search was conducted and his travel and property documents among others were recovered.

Meanwhile, NDLEA operatives in Adamawa on Monday 15th May arrested a suspected notorious drug dealer, Prince Ikechukwu Uzoma, in Mubi area of the state with 1kg of skunk. Ikechukwu had twice been arrested in the past, and convicted for the same offence.

He was in 2017 sentenced to six months imprisonment and in 2019 he was again sentenced to two years in jail.

In the same vein, a suspected trans-border trafficker, Faisal Mohammed, was on Wednesday 17th May arrested in Mubi following the interception of a truck from Onitsha, Anambra State, where a total of 2,376 sachets of tramadol comprising 23,760 pills were found concealed in three blue rubber Jerrycans which were hidden underneath the body part of the trailer.

The suspect admitted the opioid was to be taken to Cameroon.

In Oyo state, two suspects: Osas Susan, and Thomas Biodun, were arrested at Igbon, Gambari in Ogbomoso North LGA with 2.13kg cannabis while Idris Muhammed, was nabbed with 4,500 pills of tramadol when a commercial bus conveying him and other passengers was stopped and searched along Lagos-Ibadan expressway.

Similarly, Bulus Mikah, was arrested at Kafanchan, Kaduna state with over 5kg opioids including tramadol, diazepam, rohypnol and exol-5, just as a total of 965kg cannabis was seized from Shehu Muhammadu Dandare, at Maraban Jos, in Igabi local government area of the state.

While 552kg cannabis was recovered from a warehouse in a bush when operatives stormed and destroyed 1.5 hectares of cannabis farm in Uhodoua forest, Esan South East LGA, Edo state, 10 suspects were arrested with a total of 5.587kg cannabis sativa, 144.4grams of methamphetamine and 48, 260 capsules of tramadol in different parts of Onitsha, Anambra state on Friday 19th May.

In Kwara, two suspects: Mohammed Isa, and Mohammed Haman, were arrested on Friday 19th May along Ilorin/Lagos road in a commercial bus on their way to Maiduguri, Borno state with 6kg cannabis, 50grams of methamphetamine and 20 pieces of military camouflage caps and uniforms.

On the same day, operatives in Jigawa state nabbed one Ibrahim Abdullahi, with 120kg cannabis at Sara town in Gwaram LGA.

Not less than 628 bottles of new psychoactive substance, skuchies when operatives raided a drug joint at Idanre where four suspects were arrested.

They include: Olamide Olusola, Abiodun Tijjani, Fatope Temidayo, Agba Obi, and Olafisoye Festus.

In the same vein, a suspect, Kayode Hakeem, was arrested at Hawan Dawaki, Kano with 293 blocks of cannabis weighing 211.6kg.

DOCTORS STRIKE: FG, NMA,NARD MEET TO RESOLVE ISSUES …AGREE ON ASUU TEMPLATE FOR DOCTORS PAY RISE.

The Federal Government says it has entered into a Memorandum of Understanding with the Nigeria Medical Association, NMA and the Nigerian Association of Resident Doctors, NARD, geared towards halting the five-day nationwide warning strike.

According to a statement by Director Press, Ministry of Labour Olajide Oshundun, the MOU was signed at the end of a conciliation meeting convened by the Minister, Chris Ngige late on Friday.

The statement says The meeting which lasted for about five hours addressed all the eight issues raised by the striking Resident Doctors

The issues include the non payment of salaries of Doctors by state Governments, Domestication of the reviewed Medical Residency Training Fund (MRTF) for the year 2023, the bill at the National Assembly on bonding of Doctors for five years before licensing, the circular on immediate replacement of exited doctors, and immediate payment of the 2023 MRTF.

Others include arrears of Consequential Adjustment on Minimum Wage, Skipping Arrears and the review of the Consolidated Medical Salary Structure, CONMESS.

The Labour Ministry says In the MOU, both parties agreed that health is in the Residual List and not the Concurrent

They MOU equally agreed that the states cannot be compelled to domesticate the MRTF and must not pay the same amount being paid by the Federal Government.

The meeting advised NARD to reach out to states that are not paying and negotiate with them, even if the rates are lower than that of the Federal Government MRTF.

On the bill of bonding of Doctors for five years before licensing, sponsored by Lawmaker, Ganiyu Johnson from Lagos State at the National Assembly, they agreed that the Executive Arm of Government cannot interfere with it, being a private member’s bill and not an executive bill.

The meeting therefore resolved to await the public hearing for the bill, where the Doctors will deal with the bill through the NMA, to ensure it does not see the light of the day.

On the replacement of exited Doctors, the meeting noted that the recommendations of the Federal Ministry of Health Brain Drain Committee have been forwarded to the office of Head of the Civil Service of the Federation for further action.

The Office of Head of service was directed to engage all stakeholders by Wednesday, May 24, 2023 on the matter to ensure the approval of the implementation plan on or before June 5, 2023, for transmission to teaching hospitals and federal medical centres for implementation.

The meeting agreed that the fund for the payment of the 2023 MRTF has been captured in the 2023 Appropriation and payment would begin when the operation of the 2023 Budget begins.

On the issue of Doctors omitted in the payment of Minimum Wage Consequential Adjustment, the meeting resolved that NARD should re-present the list on Monday, May 22, 2023 to the ministry of health, with annexes of the old submission and same copied to the office of Minister of Labour and Employment.

Following information that the matter of skipping arrears is pending in court, the Minister of Labour asked the Minister of Health to produce evidence to him for noting and necessary action.
With respect to CONMESS, the meeting resolved that the National Salaries, Incomes and Wages Commission, NSIWC, should adopt the percentage used for the Academic Staff Union of Universities, ASUU and other university unions, which would include rise in allowances, while relativity of the increase would be maintained when other consolidated scales are considered.

It was agreed that the proposal would be presented to the Presidential Committee on Salaries in their next valedictory meeting for final action, to enable NSIWC issue the relevant circular seven days after the PCS meeting.

In conclusion, the meeting agreed that NARD officers are to present the outcome of the MOU to their members in an emergency meeting within 48 hours with a view to suspending the strike they embarked on last Wednesday, May 17, 2023.

MANY FEARED DEAD IN MULTIPLE AUTO CRASH IN KOGI STATE

Some Passengers have reportedly feared dead in a multiple accident that occurred in Kotonkarfe Local Government Area of Kogi State.

Two commercial buses and other commercial vehicles were also said to be in flames as passangers struggled to get out of the burning buses.

As at the time of this report, some Passengers were still trapped in the road block as a result of the accident involving the trailer and the commercial vehicles said the accident.

The accident happened in front of the Local Government Secretariat of the Local Government at about 7am sunday morning

The number of casualties is yet to be ascertained as the vehicles involved were still in flames with soldiers blocking the road to prevent other vehicles and Drivers from getting to the location.

President of the World Medical Association WMA, Dr Osahon Enabulele, has advocated for the need to humanize the whole healthcare value chain in Patients care process.


Enabulele made this known while speaking at the 10th Global Patients’ Congress organized by the International Alliance of Patients’ Organization IAPO, held in Geneva, Switzerland ahead of the 76th World Health Assembly which will start Today Sunday,May 21st 2023 in Geneva.

Dr.Enabulele stated that the Patient-Physician relationship was as old as mankind and the origin of medicine, and that the World Health Association has been a strong proponent of improved Patient-Physician relationship through a Patient-centred care approach.

He said the World Medical Association has been a frontline advocate of patient-centred care through its various policies and declarations, including the Declaration of the Geneva International Code of Medical Ethics, the Declaration of Lisbon, amongst other efforts of the Association.

He however regretted that recent trends of violence against Physicians, and burn outs resulting from work overload and indecent working conditions could potentially frustrate efforts at promoting the concept of Patient-centred care.

Dr.Enabulele called for a wholistic appraisal of the challenges militating against the practice of patient-centred care, including resolving issues pertaining to the well-being, autonomy, safety, decent workplace and working conditions of physicians.

According to the former President of the Nigerian medical association “Humanizing the patient the care process cannot be attained without humanizing the whole healthcare value chain, including appropriate investments in the development of a resilient health workforce.

EFCC DENIES GOV. MATAWALLE’S 2 MILLION DOLLAR BRIBE

The Economic and Financial Crimes Commission, EFCC has denied the allegations of a two million dollar demand by it Chairman, Abdulrasheed Bawa from the Zamfara State Governor, Bello Muhammed Matawalle to cover any shoddy operation during the Governor’s tenure in office.

The Commission which said this in a Statement says Governor Matawalle’s recourse to what it calls mudslinging is symptomatic of a drowning man clutching at straws.

The Governor of Zamfara State, Governor Matawalle had in an interview granted the Hausa Service of the British Broadcasting Corporation, BBC on friday alleged that the EFCC’s Boss, Abdulrasheed Bawa demanded the sum of two million dollars from him and as such called for the resignation of Bawa saying he has questions to answer on Corruption.

The EFCC says despite the phantom claims of Matawalle, the Commission will not be drawn into a mud fight with a suspect under its investigation for corruption and unconscionable pillage of the resources of his state.

The Statement added that if Matawalle will be taken seriously, he should go beyond sabre-rattling by spilling the beans. The Commission wants Governor Matawalle to provide concrete evidence as proof of his allegations.

The EFCC called on the public to be warry of plans by some of the alleged corrupt politically exposed persons to flee the country ahead of May 29. It explained that it is working in close collaboration with its international partners to frustrate the escape plans and bring those involved to justice.

President, Muhammadu Buhari, has approved the appointment of Mrs Oluwatoyin Sakirat Madein, as the substantive Accountant-Genetal of the
Federation.

A statement by the office of the head of Federal civil service, Folasade Yemi-Esan on Friday May 19, 2023, Says the appointment follows the successful conduct of a selection process to fill the
existing vacancy.

The Head of the Civil Service of the Federation adds that the
appointment is with effect from Thursday, May 18, 2023.

Yemi-Esan further states that the new appointee is to resume immediately.

It will be recalled that the accountant General of the Federation, Ahmed Idris is undergoing investigation of 109 billion naira fraud.
