WITH THE CONTINUED EMERGENCE & RE-EMERGENCE OF INFECTIOUS DISEASES, WE WILL ENSURE HEALTH SECURITY ACHIEVED DURING COVID-19 PANDEMIC IN THE COUNTRY IS SUSTAINED. …NCDC

PRESS RELEASE

7th May 2023 |

Official Statement following the Declaration of COVID-19 as no longer a Public Health Emergency of International Concern

As part of its integrated disease surveillance strategy, the NCDC says it will continue to encourage routine COVID-19 testing along with other infectious diseases as may be indicated in healthcare settings as part of clinical care, for pandemic flu preparedness, as part of bi-directional testing during investigations for HIV/AIDS, Tuberculosis and Malaria, and in high-risk populations.

Working with partners, the NCDC is also piloting pan-respiratory virus surveillance which is aligned with the WHO’s recently declared preparedness and resilience for emerging threats (PRET) initiative.

“According to The health regulatory agency, part of it’s genomic surveillance, will be the introduction of wastewater/environmental surveillance to track not just SARS-CoV-2 but antimicrobial resistance, Mpox, and typhoid (salmonella).

Also the agency will continue to work on consolidating COVID-19 pandemic laboratory investments into a cohesive tiered national network of public health laboratories as prescribed in the NCDC Act (2018). “

On the 5th of May, 2023 the Director General of the World Health Organisation (WHO) Dr Tedros Ghebreyesus declared COVID-19 is no longer a public health emergency of international concern (PHEIC).

This declaration was made after a careful review of current evidence that shows there is high population-level immunity from the SARS-CoV-2 infection, improved knowledge of the virus and management of confirmed COVID-19 cases, a decline in the global burden of the virus, and also a steady increase in vaccine uptake across countries.

The declaration that COVID-19 is no longer PHEIC is to enable countries’ transition from acute emergency response to managing COVID-19 as part of integrated healthcare delivery for all infectious diseases.

The threat of the virus remains within countries and globally and particularly for high-risk groups. As transmission continues within communities, the risk of new variants emerging and resulting in surges in case numbers and even deaths remains.

Nigeria had already de-escalated its COVID-19 response since 2022 in response to local epidemiology, focused on encouraging COVID-19 vaccination and recommended discretionary use of face masks and other public health safety measures according to personal risk assessments.

This continues to be complemented by efforts to leverage the pandemic response (lessons, resources, partnerships, etc) to improve our national health security through health system strengthening, improving public health emergency management training, laboratory and infrastructural upgrades and strategic focus on improving emergency preparedness and planning at State and Local Government levels.

With the continued emergence and re-emergence of infectious diseases, our frequent and often concurrent disease outbreaks, and public health investments made during the pandemic to ensure health security in the country will need to be sustained.

The Nigeria Centre for Disease Control and Prevention (NCDC) is the country’s national public health institute, with the mandate to lead the preparedness, detection, and response to public health emergencies. The Bill for an Act to establish NCDC was signed into law in November 2018 by President Muhammadu Buhari.

The outcome of the review was shared with stakeholders at a three (3) day virtual stakeholders engagement held on the 22nd, 24th, and 29th of November 2022.

At the end of the meeting, it was agreed that: –
Pesticide and agrochemical importers and manufacturers would be advised to institute stewardship plans (such as Post Marketing Surveillance and research) in their companies.

The Agency has therefore solicited the cooperation of the public and all relevant stakeholders in our efforts to rid the nation of these hazardous pesticides.
NAFDACsafeguarding the health of the Nation!!!

NAFDAC is to collaborate with research institutes in the conduct of research and scientific data generation on pesticides to enable the Agency make evidence-based decisions and policies.

NAFDAC is to intensify Post Marketing Surveillance nationwide through continual sensitization and education of relevant stakeholders on the safe and responsible use of pesticides.

NAFDAC will also engage with other sister Agencies (Federal Ministry of Agriculture and Rural Development, Standards Organization of Nigeria, National Environmental Standards and Regulation Enforcement Agency, Nigeria Agricultural Quarantine Service) to ensure synergy in the regulation of pesticide and agrochemical products.

Pesticides are applied both indoors and outdoors for the management of pests, vector-borne diseases, and for crop protection.

They are sometimes impregnated in textiles, paints, carpets, and treated wood to control pests and fungi. However, the toxicity associated with the misuse and abuse of pesticides is worrisome as it affects food safety and food security.

The toxicity of pesticides is managed through stringent regulatory activities to reduce severe health implications on humans, crops, and the environment. This can be achieved through awareness and continual sensitization of stakeholders.

The dangers posed by pesticides are of immense concern to the Agency and there have been recent concerns from stakeholders such as the report of the study conducted by Heinrich Boll Foundation; a non-governmental organization that claimed that 40% of pesticides used in Nigeria had been banned in the EU. There was also an alert received from the Federal Ministry of Agriculture and Rural Development (FMARD) cautioning on the possibility that the European Union and United Kingdom were exporting banned Neonicotinoid Pesticides to Nigeria and other Poorer Countries. Emphasis was placed on Chlorpyrifos and its variants due to their harmful effects on humans, animals, beneficial insects, and the environment.

The mandate of NAFDAC as established by Act Cap N1 Laws of the Federation of Nigeria 2004 is to regulate and control the manufacture, importation, exportation, advertisement, distribution, sale, and use of food, drugs, cosmetics, medical devices, bottled water, detergents, and chemicals (referred to as regulated products).

Non-Governmental Organizations, Associations (All Farmers Association of Nigeria, CropLife Nigeria, Nigeria Agro-Input Dealers Association etc), Ministries, Departments and Agencies (MDAs), Research institutes amongst others.

In addition to the Ban of Paraquat, Chlorpyrifos, and Atrazine with effective dates from 1st January 2024, 1st November 2024, and 1st January 2025 respectively, `the Agency has also initiated the action plan for the ban/phase-out of 12 active ingredients and the reclassification of 4 others as shown in the tables below. The availability of alternatives in the country were put into consideration to ensure that stakeholders most especially farmers will not be affected by the decisions taken.

NAFDAC PROHIBITS THE PROMOTION AND SALES OF BREAST MILK SUBSTITUTES IN HEALTH FACILITIES.

The National Agency for Food and Drug Administration and Control (NAFDAC) says it has prohibited the promotion and sales of Breast Milk Substitute (BMS) in health facilities.

Mrs Rahila Maishanu, BMS Desk Officer, NAFDAC, Kaduna Office stated this in Zaria, at a one-day training of health workers on the BMS Code and its compliance.

The Training was organised by the state Primary Health Care Board in collaboration with NAFDAC and supported by a global nutrition initiative, Alive & Thrive, under its Maternal, Infant and Young Child Nutrition programme.

Maishanu said that the prohibition was in line with the International Code for Marketing of BMS adopted by the World Health Assembly in 1981 to promote protect and support optimal breastfeeding practices.

She described breastfeeding as a “high impact, low technology, cost effective” intervention for child survival and optimal cognitive development and sustainability.

She said however, that sadly that the practice was still very low with a national average for early initiation of breastfeeding at 23 per cent, while Kaduna state was at 13 per cent.

She added that the national average for exclusive breastfeeding stood at 34.4 per cent with Kaduna State a little bit higher at 41 per cent.

She attributed part of the problem to the aggressive marketing and promotion of BMS among mothers in communities including health facilities.

The desk officer said that the BMS Code and National Regulation among other things, prohibited the promotion of BMS and related products, including the distribution of free or low-cost supplies in health facilities.

“It also prohibits the advertisement of BMS and related products such as feeding bottles, cereals, teats, pacifiers, breast bump, juice, and baby teas among others to the public or at health facilities.

“The Code equally prohibits the provision of samples of any milk or infant formula marketed for feeding infants and young children and related products to pregnant women, new mothers, or their families.

“There shall be no company sales representatives to advise mothers or provide gifts or personal samples to health workers.

“No healthcare facility shall allow manufacturers or distributors of the BMS to use their facilities for commercial events, contests, or campaigns among other prohibitions,” she said.

She said that NAFDAC was empowered by law to implement, monitor, and enforce the provision of the International Code of Marketing BMS, under the provisions of the NAFDAC Act Cap N1 LFN 2004.

She said that the BMS Code served as a weapon to protect breastfeeding from the negative impact of aggressive advertising and marketing techniques by infant food manufacturers on breastfeeding practices.

Maishanu said that the Code was developed as a global public health strategy to protect breastfeeding mothers from the aggressive marketing of baby foods and ensure safe feeding and better nutrition for babies.

“The implementation and enforcement of the Code is aimed at protecting, promoting, and supporting breastfeeding, by ensuring appropriate marketing and distribution of BMS.

“The aim is to contribute to the provision of safe and adequate nutrition for infants, by the protection and promotion of optimal Infant and Young Child Feeding (IYCF) for child survival, growth, and development.

“It was also to protect breastfeeding from the inappropriate marketing practices of Infant food manufacturers and distributors and to build the confidence of mothers to adopt best IYCF practices.

“It also ensures the proper use of breastmilk substitutes, when necessary, by providing adequate information and through appropriate marketing and distribution,” she said.

She stressed the need for the health workers to arm themselves with knowledge about the code and the national regulation to be able

She stressed the need for the health workers to arm themselves with knowledge about the code and the national regulation to be able to do what was best for the children.
