LAGOS RESTATES COMMITMENT TO HEPATITIS REDUCTION, ELIMINATION

…. Holds Awareness Walk, Tasks Residents on Screening

Lagos State Government has once again restated its commitment to the reduction and elimination of Hepatitis scourge in the State by deepening public sensitization and awareness as well as providing free screening and vaccination program.

Speaking Thursday after an awareness walk around Alausa-Ikeja community to commemorate the World Hepatitis Day in Lagos, the Permanent Secretary Ministry of Health, Dr. Olusegun Ogboye noted the determination of the State Government aligns with the T.H.E.M.E.S. goal targeted at improving the prevention, control and management of diseases.

In his words; “Lagos State Government is determined more than ever to bring this scourge of Hepatitis to an end by providing free Hepatitis awareness, screening and vaccination program which aligns with the State T.H.E.M.E.S. goal targeted at improving the prevention, control and management of diseases while reducing the incidence and impact of public health emergencies”.

Explaining that Hepatitis is an infection of the liver which causes liver inflammation and damage, Ogboye said that the commitment of the present administration of Governor Babajide Sanwo-Olu towards prevention, care and treatment of Viral Hepatitis in Lagos has been great through both political and financial supports with the sole aim of improving the overall health indices of Lagosians and ensuring a universal health coverage, built on sustainable primary health care system.

The Permanent Secretary explained that the theme of the Year 2022 World Hepatitis Day commemoration, ‘Bringing Hepatitis care closer to you’, connotes that Hepatitis is a killer disease that waits for no one adding that it is a reminder of the urgency to end Hepatitis by “bringing Hepatitis care closer to citizens through awareness, prevention, diagnosis and treatment.

“The theme is also reminding us of the commitment to eliminate Viral Hepatitis as a public health menace by reducing its incidence and mortality rates by 95% and 65% respectively by year 2030 which is achievable”, he said.

Ogboye noted that the State Government through the Ministry of Health has demonstrated a health approach to management of Hepatitis across the cascade of screening, diagnostics and treatment including; free screening of patients using WHO-prequalified rapid test kits for Hepatitis B and C.

According to him, screening, vaccination and treatment for Hepatitis B and C presently take place in the various outpatient departments of the State healthcare facilities such as the medical outpatients, ante-natal, surgical outpatient, paediatrics units amongst others.

“In addition, screening is done for blood and blood products that are utilized for blood transfusion and these are coordinated and regulated by the Lagos State Blood Transfusion Services (LSBTS) to ensure blood safety”, the Permanent Secretary said.

Ogboye who received his second jab of the hepatitis vaccine immediately after the awareness walk at the Folarin Coker Staff Clinic, Alausa-Ikeja, venue of the free hepatitis screening, urged residents to present themselves for hepatitis screening, treatment and vaccination in order to help prevention, early detection and management.

“Hepatitis vaccine is available in our general hospitals and you need to take three doses. The other thing is to also notice quickly when you have hepatitis. Yellow eyes, persistent fatigue are some of the signs and symptoms of hepatitis. So let’s take advantage of the screening and vaccines that are available in our health facilities” He said.

Speaking in the same vein, the Director, Disease Control, Dr. Rotimi Agbolagorite stated that the fight against hepatitis requires the cooperation and support of all citizens. He added that the State government will continue to engage relevant stakeholders and citizens in the prevention and control of the disease whilst also implementing right strategies to eliminate the scourge of infections in the State.

Dr. Agbolagoriite stated further that beyond World Hepatitis day celebration, the State Ministry of Health has been constantly conducting community awareness sensitization to the members of the communities so as to get basic information as to where and when to seek medical intervention against the deadly disease.

“Lagos State Ministry of Health routinely conducts community awareness, enlightenment and sensitization campaigns to raise the level of education of the people on hepatitis prevention, control and management. We believe this will help reduce the scourge of hepatitis and accelerate the quest to eliminate the disease”, he said.

Nigeria Governors Call For Review of Water Bill

Nigeria’s Thirty – Six State Governors have called for the Review of the Reintroduction of the National Water Resources Bill.

The resolution was reached at the Teleconference Meeting of Nigeria Governors’ Forum.

The Governors argued that the bill does not adequately address the interest of states and is inconsistent with the provisions of the Constitution of the Federal Republic of Nigeria.

The bill according to the Forum should be reviewed to accommodate the concerns of all states.

The reintroduction of the water resource bill has generated controversy with a section of the country regarding it as a step towards bringing back the RUGA policy through the backdoor.

The Governors also unanimously agreed to spearhead the Livestock Productivity and Resilience Support Project

The project is sponsored by the World Bank and aimed at improving the productivity, commercialisation and resilience of targeted Livestock production systems in Nigeria.

The programme has a six-year time frame with 500million US Dollars financial backing.

The Governors say they are supporting the project adding that emphasis will be on institutional and Innovation systems strengthening, livestock value-chain enhancement, crisis prevention and conflict mitigation and project coordination.

ADDRESSING NIGERIAN WATERWAYS MISHAPS

The National Inland Waterways Authority NIWA has appealed to illegal boat operators and passengers to desist from acts capable of claiming more lives and causing national embarrassment.

NIWA’s Managing Director George Moghalu made this appeal in Abuja during a Media briefing to address rising number of incidents on Nigeria’s waterways.

He stated that the Authority had taken steps aimed at maintaining sanity on the nation’s waterways, but saddened by activities of some boat operators and passengers, especially those who operate from illegal jetties and during odd hours.

Moghalu added that the authority has also identified other natural causes of the mishaps which are being addressed by relevant bodies
Records indicate that over 8 water accidents have occurred at various locations in Nigeria since 2019, claiming hundreds of lives.

Ahead of the 15th Annual Headies awards the Headies academy has disqualified street pop singer Habeeb Okikiola popularly known as Portable from its list of nominees for this year’s ceremony.

The Headies Secretariat in a statement made available on social media said Portable who was nominated in the Best Street Artiste and the Rookie of The Year categories was disqualified due to the incessant negative attention the singer has been receiving from the Nigeria Police and the general public.

The Zazuu Zeh singer Portable has been in public glare for a couple of weeks now being a subject of investigations relating to alleged criminal activities.

On July 18 2022, the Inspector General of Police had ordered the Commissioner of Police in Lagos to investigate the indicting statement made in a viral video by Portable claiming to have founded the cult group One Million Boys terrorising residents of Lagos and its environs an allegation the singer denied.

Prior to that in June, the Ogun State Police Command had given Portable 48 hours ultimatum to subject himself at the nearest police station in the state for questioning following the maltreatment of his supposed former Disc Jockey DJ Chicken who was beaten by the singer and his associates; an act the police described as barbaric.

In a swift reaction the singer Portable has said he is not bothered about his disqualification from the Headies Awards nominations.

175 Stranded Nigerians Return From Libya

175 Stranded Nigerians Libya Returnee arrived Nigeria on Tuesday Night 26th July 2022.They were received by The National Emergency Management Agency NEMA

The Lagos Territorial Office, Coordinator of NEMA, Ibrahim Farinloye , received the Returnees on behalf of the Federal Government as they arrived on board a chartered flight at the Cargo Wing of the Murtala Muhammed International Airport, at about 2350 hours.

The Returnees who were assisted back to Nigeria by the International Organisation for Migration IOM include 64 Female Adults , 12 Female Children and 5 infant Females .

There were 77 Male Adults,11Male Children, and 6 infant Males with Four medical cases involving 2 Females and 2 Males. .

Other Agencies who were on ground to receive the Returnees with NEMA are Nigeria Immigration Service NIS , FAAN, NAPTIP, Refugee Commission and the Police.

NAFDAC URGES PHARMACEUTICAL COMPANIES TO TAKE ADVANTAGE OF AFcFTA WITH QUALITY PRODUCTS.

Nigerian pharmaceutical companies must be ready for trading their products across the continent with quality products that can be approved in the different countries through continental reliance among regulators, the Director General, National Agency for Food Administration and Control, NAFDAC, Prof Mojisola Adeyeye has said.

Prof. Mojisola Adeyeye said this is being underscored because of the African Free Trade Agreement (AfcFTA) that allows free trade among African Countries.
Speaking on ‘’From Green to Gold: Operational Realities in the 21st Century at the 50th Anniversary of Daily-Need Industries Limited’’ in Lagos, the NAFDAC boss emphasized that Research and Development (R&D) is an important creativity and innovation that several companies will need to incorporate into the manufacturing environment.

Prof. Mojisola Adeyeye, in a statement signed by the NAFDAC Resident Media Consultant, Sayo Akintola, in Lagos on Sunday, stated that this will encourage research and clinical trials of new molecules, immune-modulators, complementary alternative medicines, especially for some non-communicable diseases such as cancer, diabetes, amongst others.

Prof. Mojisola Adeyeye pointed out that an innovation that COVID-19 pandemic has taught us in Nigeria is embracing as long overdue the manufacturing of vaccines, active pharmaceutical ingredients, and excipients, stressing that until we have at least five companies as a starter, making these pharmaceutical ingredients, and one or two companies manufacturing vaccines, Nigeria will remain insecure.

Knowing the strides that Daily-Need has made over the last 50 years, she expressed confidence that the diligence, strategic leadership, and the response to challenges through improvement in the manufacturing premise with continuous quality monitoring, will generate into a future where innovation and creativity will be embraced for drug security, health security and subsequently universal health coverage.

She said Daily-Need has sown a seed using one product, the Penicillin Ointment, and the company has grown to over 20 products categories. Prof. Mojisola Adeyeye said this sheds light on operational realities in any century, especially 21st Century as she identified The Sower, The Soil, and Creativity and Innovation of the Sower as the three operational realities in pharmaceutical development.

She described the Sower as the Founder, the Managing Director, Leader, etc.; The question can be asked, what are the characteristics of the Sower as it relates to the green to gold concept. These attributes of the Sower should include the following: Diligence (Not be idle) strategic, Good Manager of time. Adopt business continuity plan in case there are unexpected issues that may lead to change in original plan and being Progressive in continuous quality monitoring.

Having read through the history of Daily-Need, she asserted that these attributes have been used in various ways as shown in the successful completion of the companys multi-billion Naira factory designed to NAFDAC, WHO & USFDA cGMP standards that has now positioned the company well for good manufacturing practices.

Prof. Adeyeye disclosed that Daily-Need was one of the companies that was inspected under the NAFDAC/UNIDO cGMP Road Map using international standards, and some of the indicators for that inspection included three for the manufacturing site premise, equipment, and utilities.

She enthused: ‘’It is good to reminisce about the Seed that was sown decades before and how tendering of the green has led to the growth and the golden fruit that it has yielded’’, adding that in the pharmaceutical industry or the regulatory world, there is no one-off.

‘’The tendering of the fruit is a continuous endeavor. Therefore, the Sower must be progressive in continuous quality monitoring. Many of our pharmaceutical companies, including Daily-Need have kept up with this quality monitoring’’.

The proactiveness of a company in the above stated attributes, she added, will reduce risk of failures of operation. ‘’As an example, adopting a business continuity plan due to unexpected changes. I will give two practical situations; during a pandemic, a company will ensure that the needs and expectation of the customers are met, and the institution keeps functioning optimally during such times. Another example is the change in the format of submission of drug registration application that NAFDAC started enforcing about three years ago’’.

She commended the leadership of many pharmaceutical companies in Nigeria for rising to the occasion and increased improvement in the submission has been witnessed by NAFDAC, stressing that this is part of change management that is intricately linked to continuous quality monitoring.
She further stated that it is also a preparation for when NAFDAC will move from Maturity Level 3 to ML4 and World Listed Authority; when our companies will be able to trade their products globally through the regulatory collaborative registration and reliance among national medicine regulatory agencies world-wide.
The second operational reality, according to Prof Mojisola Adeyeye, the Soil on which the seed is planted includes the organization, staff, and regulatory space.
‘’Where the Sower plants the seed will determine the outcomes. Daily-Need started with less than thirty (30) staff to more than 700 over the past 50 years. The operational realities for this aspect include training to increase the level of competence of the staff. The second is strong organizational structure, a needed strength of any company. The workforce must be well motivated and disciplined.’’

Part of the Soil as mentioned is the regulatory ecosystem. She said NAFDAC has been part and parcel of this reality, adding that Good Manufacturing Practices culture which is the bedrock on which quality pharmaceutical products are produced has been given rapt attention by pharmaceutical companies in Nigeria through the GMP Road Map that was done on 25 companies by NAFDAC/UNIDO and the second Road Map that involved 145 companies.

She said Daily Need was an active participant in the Road Map and has proven to be able to live up to the regulatory expectation.

Prof Mojisola Adeyeye stated that NAFDAC is committed to supporting innovation and recognize the pharmaceutical industry through the Five-year Exclusivity that was introduced to local manufacturers in 2019 for manufacturing and marketing if the company can meet in-country market demand.

She said creativity in manufacturing can be shown through targeted drive to achieve pre-qualification of the facility and product, noting that this can also be done with the goal to get certification from WHO or as part of preparation for global trade through collaborative registration and reliance among regulators.

‘’This is being underscored today because of the African Free Trade Agreement (AfcFTA) that allows free trade among African Countries. Nigerian pharmaceutical companies must be ready for trading their products across the continent with quality products that can be approved in the different countries through continental reliance among regulators,’’ she said.
