Lagos State Government has once again tasked citizens to go for periodic but regular eye check and ensure adequate care for their eyes in order to prevent irreversible and avoidable blindness.

State Commissioner for Health, Prof. Akin Abayomi who stated this today at a public lecture organized by the Ministries of Health and Education to commemorate this year’s World Sight Day in Lagos noted that regular eye check will aid early detection, correction or management of any vision impairment that could lead to avoidable blindness.

Speaking on effort being made by the State Government to increase citizens access to eye health care at the public lecture which held physically at the Adeyemi Bero Auditorium, Alausa-Ikeja and virtually via zoom webinar, the Commissioner said it is rather unfortunate that many people are not privileged to have access to eye specialists who have the required expertise to determine what their vision impairment is and get adequate care.

“I wondered as I drove through busy Lagos today, how many Lagosians have actually had the opportunity to have their eye tested and what proportion of people walking around carrying on their daily business with some degree of visual impairment.

“I am sure if we do the evaluation and a random analysis, we will find a relatively large number of people who have visual impairment and perhaps many of them do not recognize that they have visual impairment because visual impairment occurs slowly. And for those that have refractive abnormalities, sometimes they don’t even know that they have a problem with their sight”, he noted.

The Commissioner disclosed that there are over a billion people in the world that have visual impairment because they don’t have access to corrective glasses adding that 75 percent of the visually impaired population have vision impairment because it was not prevented. “In other words they are avoidable situations, if it was recognized early enough, it could have been corrected”, he said.

Abayomi explained that the mission of the State government through the Ministry of Health is to explore platforms provided by activities such as the World sight day to bring to the attention of citizens issues of vision impairment, avoidable blindness and eye care.

He added that it is the responsibility of the Ministry to make information on blindness prevention available to the populace whilst also making it possible for many residents to have access to eye check, care and treatment including providing corrective eye glasses.

“It is not just to bring this to everyone’s understanding and attention but to actually do something about it. It is also our responsibility to identify problems that will lead to blindness and vision impairment and integrate eye health care to what we describe as the universal health coverage; which means that everyone in Lagos state should have access to a basic package of health and inclusive in that package, we should have the ability to check the health of our citizen’s eye so that they can see properly”, The Commissioner said..

Abayomi noted that there are many disorders that people have which may lead to vision impairment or blindness. He cited sugar diabetes, sickle cell and glaucoma as some of the disorders that may develop in one’s ability not to see clearly and often difficult to reverse if not addressed early.

“So this are the kind of things we do in the Ministry of Health as a form of policy, we make this information available to the public and we put program in place to ensure that we can prevent blindness in the first instance and secondly that for those of you that have visual impairment due to your inability to focus either on a piece of paper or distance that we can measure what that problem is and provide you with corrective glasses or lenses so that you are not handicapped with a simple procedure”, he stated.

Earlier in his remarks, the Permanent Secretary, Ministry of Health, Dr. Olusegun Ogboye stated that it is not an accident this year’s world sight day focused on common causes and prevention of visual impairment among school children because of the importance of early detection in the correction and management of eye conditions

Ogboye stated that most students who are tagged dullards are actually smart and intelligent but perform poorly because they suffer from visual impairment which their parents or teachers are not aware of.

The Permanent Secretary enjoined parents, caregivers and teachers to pay attention to the eye health of children in order to identify early and seek help against any visual impairment that may militate against effective learning or which may lead to blindness.

The Guest Speaker; a Consultant Paediatrics Ophthalmologist, Dr. Modupe Idris who explained various causes of blindness among students and ways of preventing it warned students to avoid playing with sharp objects around the eyes and try as much as possible to resolve problems without a fight as a blow on the eye can lead to a permanent damage of the eyes.

Idris also urged teachers to take note of their students so as to quickly identify the visually impaired ones. She also advised teachers to be very careful in giving corporal punishment to students as the cane can accidentally hit the eyes.

Director, Medical Administration and Training, Dr. Funmilayo Shokunbi stated that government; parents and care givers have roles to play in preventing visual impairment in children. She added that the partnership of all in the prevention of blindness is nothing short of communal good which gives hope to sight.

BREAKING !ABOUT 8 PEOPLE DEAD AND SEVERAL INJURED IN A GAS EXPLOSION AT BARUWA IN LAGOS

A gas station is currently on fire in baruwa area of lagos.

The explosion according to reports occurred around 6.00am on Thursday Morning.

Some LASEMA officials, Lagos fire service and other emergency responders are currently on ground battling to put out the fire.
So far five buildings have been razed and some fatalities have been recorded

The Lagos State Emergency Management Agency’s Executive Director, Olufemi Oke Osanyitolu confirmed the incident adding that the agency has activated its emergency response plan.

Further investigation at the scene revealed that the a gas station belonging to Best Roof Cooking Gas exploded by burning buildings around. The cause of the explosion could not be ascertained at the moment.
Unfortunately, Four mortalities were recorded and several others injured. A combined effort of the Agency’s Tiger team, Dolphin team, LRU Fire, LASG Fire Service, NPF, NUPENG, and LNSC are on ground to curtail the spread of the fire to other buildings. Dampening down ongoing.

This incident come barely a few hours after the case explosion around iju area of Lagos calls for questions as to why Gas And Petrol Stations should be cited in residential Area.

Lagos State Commissioner for Health, Prof. Akin Abayomi has tasked health workers in the State to ensure improvement in health service delivery to citizens especially during public health crisis and outbreak of emerging and infectious diseases.

Speaking Wednesday at the State Continuing Medical Education (CME) Program for health workers which held virtually and physically, Abayomi stated that improving quality healthcare service delivery during public health crisis will significantly ensure effective management and control of any health crisis.

Abayomi noted that the theme of the CME; “Improving Quality Healthcare Service Delivery During Public Health Crisis” is apt especially as the State needs to be at its optimal level in battling with the global pandemic – COVID19 and other emerging infectious diseases that may arise.

Stressing that health workers in Lagos needs constant development to keep up with the dynamic health needs of over 23 million people, the Commissioner stated that the CME program is designed and implemented by the State government through the Ministry of Health to build the capacity of its health workforce for qualitative, effective and enhanced service delivery.

He stated further that the CME program was designed to help health workers keep abreast of current trends and issues in the health sector stressing also that the program also provides an avenue for experts in the health sector to share experiences and expertise on health issues that are evolving or public health significance.

“CME program is a very important forum in the health sector that provides an avenue for health workers to examine, address and share experiences on topical but current health issues. CME also affords us the opportunity to come together to examine and address issues that we do not understand like we are yet to fully understand COVID19.

“We can see from around the world that many countries are going through a second and third wave of the infection. It is difficult to predict what the future holds for us in Lagos that is why it is important for us to keep abreast with what is going on abroad and continue to prepare ourselves”, Abayomi said.

The Commissioner affirms that the government remains committed to ensuring best practices in health care delivery across the State especially through capacity building for its health workforce. He added that various policies and programs which will help ensure improved health service delivery and an effective healthcare system will be implemented whilst health workers’ welfare will always be on the front burner to achieve this goal.

Speaking in the same vein, the Permanent Secretary, Ministry of Health, Dr. Olusegun Ogboye noted that the Lagos state government remains resolute to ensuring best practice in health care delivery adding that government will continue to insist that the environment for the dispensation of medical care should be suitable for the promotion and maintenance of good health.

“The present administration of Governor Babajide Sanwo-Olu remains resolute in the tasks towards ensuring the delivery of qualitative care to citizens and this it is doing by upgrading infrastructure and improving skills of health workers through programs like this”, he said.

Speaking on ‘Overview of Public Health Emergencies’, the Incident Manager of the COVID19Lagos Emergency Operation Centre, Dr. Ismail Abdul-Salam disclosed that health workers must always be in tune with information and realities of emerging infectious diseases while discharging their duties to also protect themselves.

He noted that Health workers in the state need to equip themselves with basic epidemiology principles to combat emerging diseases noting that health workers are the most vulnerable whenever there is a public health crisis because they are the first point of call for patients.

“There is need for all health workers to be prepared for any emerging infectious diseases and ensure they keep all necessary precautions while attending to patients”, he said.

The Director, Medical Administration and Training, Dr. Funmilayo Shokunbi who appreciated the facilitators and the participants noted that the Ministry still has six more series of the CME programs lined up to be done during the year to increase knowledge and capacity of health workers.

She charged all health workers to continue to avail themselves with necessary knowledge that will enhance their discharge of duty.

Hadi Sirika, Aviation Minister, says the United Arab Emirates,UAE will Commence
issuance of visas to intending travellers from Thursday 8th October 2020.

The Minister in his tweeter handle who confirmed the development noted that travellers are expected to have a return ticket, hotel booking, Negative Covid -19 PCR result and a health insurance which can be paid through the Airline or an agent .

The Minister said the resumption of the airline’s operations will however depend on the Commencement of visa issuance by the Emirates Authorities.

Recently,the UAE wrote that they have agreed to issue visas to Nigerians, but the Commencement of the Visa issuance is dependent on certain condition .

RE: IGP BANS FSARS, OTHER POLICE TACTICAL SQUADS FROM ROUTINE PATROLS’

Half Measure: IGP needs to do more.

RULAAC has noted the announcement today 4th October, 2020 through a Press Statement issued by the Force PRO Frank Mba of IGP’s ban of SARS, OTHER POLICE TACTICAL SQUADS FROM ROUTINE PATROLS.

While RULAAC welcomes the IGP’s response to public outrage over increasing cases of atrocities by SARS and other tactical squads across the country, we hasten to note that these bans and restrictions on operational jurisdictions are only half measures that do not go to the root of the problem. They are at best perfunctory and knee jerk reactions.

While we also welcome the arrest of 2 FSARS Operatives and 1 Civilian accomplice in Lagos State, we note that in such rare cases where arrests were made in the past, outcomes of investigations were not made public nor actions taken known. Cases end up being swept under the carpet.

We will therefore, monitor the progress of investigation and hope that, henceforth, the outcome of investigations into police killings, abuse and misconduct will be made public.

We recall that in July, 2020 the IGP announced the disbandment of the satellite offices and bases of the IGP- Intelligence Response Team (IRT), and the Special Tactical Squad (STS).

In a joint CSO statement, we welcomed the measure but noted, among other things, that the need to reorganize and enhance professionalism and effectiveness and make these units accountable was imperative. We also noted that by the disbandment which we believed was warranted, the IGP had taken just the first right step in the right direction and thatd it remained for him, as we stated, to ensure that personnel involved in criminal conducts of torture, murder and extortion were investigated and punished accordingly for deterrence.

We itemized specific egregious cases of abuses by SARS, IRT and STS documented from across the country and urged the IGP to order investigation into the specific cases with a view to ensuring that the officers responsible for gross human rights abuses and misconduct were held to account and remedies accorded to the victims. That is the only way to win public trust and confidence about the seriousness of police authorities to tackle abuses.

Till date, we have not heard of any action taken in response to that call, sadly. Since then, several other atrocities have also been documented without any known action taken by police authorities to ensure justice and deterence.

Social media has been awash with a barrage of cases of unlawful killings, torture, brutality and extortion of innocent citizens by criminal police officers. In spite of IGP’s directive limiting arrest and detention of citizens during the Covid-19 period to only major offences, RULAAC has continued to document and bring to the attention of Police authorities instances of citizens detained on minor or no offence at all resulting in some instances to congestion of detention facilities merely for the purpose of extortion.

Today is 24 days since September 10, 2020 when Ifeoma Abugu was allegedly sexually assaulted and murderd by police officers who arrested her in lieu of her fiance in Abuja. By now, the police ought to have found out and made public the identities of the police officers responsible and the actions they have taken. Despite public demand, Nigeria Police is yet to clear the air on the particular unit responsible for that atrocity. There appears to be an ominous indication of a cover-up bid by the silence of the Police and the reported claim by some Policemen that they met Ifeoma unconscious on the bed and they carried her to the hospital.

Since last week, a heartbreaking video has been trending on social media, of the father of Daniel Chibuike a.k.a Sleek, a 20-year-old singer, who was shot dead by the police in Elelenwo area of Port Harcourt, River State. The distraught father was in tears, calling for justice for his late son. Sleek, a singer and recording artist, was said to have been shot dead on Saturday, September 19, 2020, by a Police Mobile Officer (Mopol) attached to De Topic supermarket, while he was being pursued by SARS operatives. Again, we have not heard of any action by the police.

On January 5, 2020, Tariuwa Kingsley, a 33-year-old heavy duty truck driver was arrested in a popular club Boss Lounge in Port Harcourt, Rivers State at about 8pm and taken to SARS office in Port Harcourt and he has since disappeared, with aged parents, a pregnant wife as at the time, and 2 children left in anxiety and pain over his disappearance. Petitions to the CP Rivers and the IGP have led to nowhere.

On September 30, a barely12-year-old girl was waylaid by a group of miscreants who gang-raped her at Ejigbo, Lagos. No serious step is being taken to bring justice to this case. The cases are litany!

What is required is for the Police to demonstrate that abuses and misconduct by police officers will not be tolerated or condoned by the police hierarchy. Reorganization or restricting the operational jurisdictions of Police units are not enough to address abuses and impunity.

It is only when the Nigeria Police demonstrate genuine commitment to transparently and effectively investigating and ensuring justice in specific cases of abuse that citizens can have confidence and trust in the Police to protect them from crime and human rights abuse

Government on its part has not demonstrated sufficient commitment to ending abuses and the impunity that feeds them.

In 2018, in response to the End SARS campaign that peaked that year, the federal government directed the then IGP to carry out reforms of SARS and also mandated the National Human Rights Commission to investigate and take actions on cases of SARS atrocities. The NHRC conducted regional public hearings. Two years later, the report of that exercise is yet to be made public and recommendations implemented. Time and resources invested in that exercise may end up being a waste.

Nigeria government and the Nigeria Police in particular, need to demonstrate that Nigerian lives matter!

Baning or disbanding police units are mere knee jerk and perfunctory responses which will not change anything as long as cases are not investigated, perpetrators brought to account and victims accorded justice.

The new Police Act 2020 provides a new legal framework of policing which sets out its purpose and principles to include the provision of safety and security, protection of lives and property, protection of human rights, transparency and accountability, community collaboration and partnership in crime detection, prevention and eradication. But all stakeholders that have roles in implementing the provisions of the new law must play their various roles to ensure that the operations of the police are in line with the law. Exercise of police powers must be guided and regulated by the due process safeguards stipulated in the law.

Nigerians must continue to speak out and demand justice for victims of human rights abuse. We must continue to monitor and hold the Nigeria Police to account for the actions of its personnel.

We must remain united, insistent and consistent in seekng answers from Police authorities over the harassment, extortion and killing of Nigerians.

Wife of Lagos State Governor Dr. (Mrs.) Ibijoke Sanwo-Olu has cautioned citizens especially pregnant women, nursing mothers and teenagers against patronizing quacks for their health care needs.

Speaking today at the Flag-Off of the year 2020 Maternal, Newborn and Child Health (MNCAH) Week in Lagos which held at the Ejigbo Local Council Development Area Secretariat, Mrs. Sanwo-Olu particularly frowned at the rate at which pregnant women patronizes quacks who claim to be traditional birth attendants for their ante-natal and post-natal care needs.

Said she: “It is sad to note that a lot of our expectant mothers still patronize quacks who claim to be Traditional Birth Attendants, while illegally practicing orthodox medicine. These quacks do nothing but to add sorrow to our people by killing their newborns, pregnant teenage girls, under five children and even expectanct mothers who patronize them for treatment, delivery and illegal termination of pregnancies”.

Mrs. Sanwo-Olu appealed to citizens, community leaders and members of the Lagos State Traditional Medicine Board to intensify effort in exposing those involved in quackery practices in the community.

She stressed that the Governor Babajide Sanwo-Olu led administration will leave no stone unturned especially in embarking on interventions that will promote health and provide good quality of care that is accessible to all citizens.

While flagging-off the 2020 MNCAH Week, the First Lady urged all pregnant women and care givers to take advantage of the free health services to be provided during the week which will commence from Monday, 5th to Friday, 9th October, 2020 across all the Primary Healthcare Centres and designated sites in the state.

She added that the week will be providing a high-impact but cost-effective health interventions to all under-five children, nursing mothers, pregnant women, all women and men within the reproductive age group.

According to her, services to be rendered during the weeklong celebration include: Routine immunization as well as immunization for defaulters or zero dose cases, Vitamin A supplementation to at least 70% of children between 6-59 months, De-worming of 70% children between the ages of 12 to 59 months, Malnutrition screening for children of ages 6 to 59 months, counselling of care givers on Infant & Young Child Feeding (IYCF) and Food demonstration.

“The pregnant women, nursing mothers and women of child bearing age will also be provided with blood building drugs. There will also be counseling sessions for men and women on adequate nutrition, birth preparedness, healthy-lifestyle, personal hygiene, exclusive breast feeding, complementary feeding, hand washing and malaria prevention

“We shall also be distributing non-prescriptive family planning commodities as well as informative materials on key household and community practices such as personal hygiene, control of diarrhoea, proper waste disposal, adequate complementary feeding, hand washing, malaria prevention, family planning and exclusive breast feeding”, Sanwo-Olu explained.

Earlier in his remarks, Commissioner for Health, Professor Akin Abayomi stated that the main objective of the 2020 Maternal, New born and Child Health (MMCAH) Week is to improve the health seeking behaviour of the citizens through the improvement of key household and community practices which will catapult the State towards the achievement of Sustainable Development Goals 2 and 3 which are “No Hunger” and “Good Health” respectively.

Abayomi who was represented by the Permanent Secretary, Ministry Of Health, Dr. Olusegun Ogboye noted that that all health facilities will opened for consultation and services and all under-five children, mothers, adolescent boys and girls, free of charge during this MNCAH week. He added that services at PHCs can be accessed from 8am to 2pm daily stressing that all flagship PHCs will be opened for 24 hours during and after the Week-long celebration.

“Our health facilities will be opened for consultation and we should allow all under-five children, mothers, adolescent boys and girls, as well as pregnant women visit any of our primary health facilities, to enjoy all the services that will be given free of charge during this Week”, he said.

Lagos State Government has opted for a low key celebration of the 60th Independence Anniversary due to the ravaging effects of the COVID-19 pandemic, which is still with us.

Governor Babajide Sanwo-Olu has directed that the planned parade and other activities that involve the gathering of more than 50 people should be cancelled.

He congratulates Lagosians on this auspicious occasion and strongly advises that they should celebrate quietly at home and pray for the country. They should also observe the COVID-19 protocols, including wearing of face masks to protect themselves and their loved ones.

The Governor urges Lagosians not to relax their vigilance against COVID-19 so as not to reverse the gains that the state has made in fighting the disease. They are to keep embracing social distancing and washing of hands with soap and water. Anybody who feels unwell should stay indoors and contact health authorities.

The police and other security agencies have been directed to ensure that nobody flouts these directives in the interest of all of us, especially now that the Nigeria Centre for Disease Control (NCDC) is warning that a second wave of the deadly disease could occur.
