Two Madagascar law makers die of COVID-19 related Ailment

Two Malagasy lawmakers have died after being infected with the coronavirus Over the weekend.

According to Reports, The two lawmakers were members of the senate.

14 other senators and 11 deputies have also tested positive for the Corona virus infection.

Madagascar’s COVID-19 situation started getting out of control in recent weeks after it appeared that the island nation was making progress with the herbal Medication.

Madagascar was regularly registering dozens of COVID-19 cases daily, however, a recent exponential rise in those figures saw it report a record 216 cases on July 4 after a total of 675 people were tested.

As a result of that, Madagascar placed its capital Antananarivo under a fresh lockdown following a new surge in coronavirus infections, two months after the restrictions were eased.

Antananarivo was one of three cities that initially went into lockdown towards the end of March 2020 in an effort to contain the spread of the deadly virus.

In June, clashes erupted between Madagascar’s security forces and protesters after citizens in the eastern city of Toamasina took to the streets to condemn anti-coronavirus lockdown measures.

The tension was sparked after a street vendor was allegedly beaten by a police officer for apparently violating a ban on commercial activities

The government deployed soldiers and doctors to Toamasina in May, to ensure adherence to health measures to contain the virus’ spread and maintain order, following the discovery of several bodies in the streets.

There is also no word yet on whether Covid-Organics, a herbal tonic which Malagasy authorities purported can cure COVID-19, is actually effective as President Rajoelina previously claimed in his campaigns to promote it.

The African Union had opened discussions with Madagascar aimed at exploring the safety and efficiency of the herbal remedy. The technical data is expected to be reviewed by the Africa CDC.

LAGOS STATE GOVERNMENT RESPONDS TO MEDICAL GUILD GRIEVANCES , Urges Striking Doctors To Return Back To Work

The Lagos State Government has asked members of the medical Guild who embarked on a three day warning strike on Monday to return back to work.

The Government said It is worrisome that some members of this noble profession would down tool at a time when their services are mostly required,an action it considers as insensitive and lacks empathy which our profession epitomizes.

“It is pertinent to note that the State Government expresses extreme disappointment that the Guild continued with their warning strike despite a series of engagements with the State Government aimed at resolving some of the grievances raised, noting that many issues have already been resolved, whilst unresolved issues are still being deliberated upon”

A joint meeting had been held between the Honourable Commissioners for Health, Prof. Akin Abayomi, Establishments, Training and Pensions, Mrs Ajibola Ponnle and the Head of Service, Mr Hakeem Muri-Okunola as well as all the Permanent Secretaries of the Ministry of Health, Establishment and Information, on Sunday the 12th July, with the Medical Guild, Association of Resident Doctors and relevant stakeholders on the proposed warning strike.

The meeting was convened at the instance of the Hon. Commissioner for Establishments, Training and Pensions after a series of meetings held at the instance of the Head of Service on behalf of stakeholders in the State Government with the representatives of the Medical Guild, National Association of Residents Doctors (NARD), LASUTH branch and other relevant stakeholders to deliberate on the issues underlying the strike called by the Medical Guild.

The Chairman, Medical Guild, Dr. Oluwajimi Sodipo appreciated the government for convening the meeting ,outlined the position of the Guild on the various issues which include; Shortage of doctors in the State, Heavy Taxation of Health Workers, Request for Residential Quarters, Entry Point Skipping Policy for Doctors, Hazard Allowance for Health Workers, COVID-19 Insurance Cover, Medical Residency Programme, Personal Protection Equipment, Involvement of the Guild in COVID19 Response Committee, And Health workers being unceremoniously dismissed from the isolation centres amongst others.

It was noted in the Press

Statement that Governor Sanwo Olu has been extremely supportive of health workers being mindful of the extreme sacrifices that healthcare professionals are demonstrating in the COVID-19 response.

” We are currently rotating our health workers who are engaged in providing care at the isolation facilities. They are not being dismissed, this is wrong information. Healthcare professionals are returning to their primary posting for the following reasons”

1. To reduce fatigue and burn out amongst health workers.

2. To build capacity for treatment of COVID19 across the health work force
3. To ensure that as many health workers as possible benefit from the additional allowances .

On the Non-payment of COVID19 Allowances for May and June,it started that Lagos State Government started paying extra special COVID allowances for frontline workers who are involved directly with the Lagos State COVID-19 response.

This was put in place before any other State in the nation with payments as high as N672,000 per month in addition to their normal remuneration packages for each cadre and which represents financial incentives over and above that paid by the Federal counterparts. Infact, where discrepancies exist between Federal and State allowances, Lagos State has paid the difference to ensure parity. Payments for March and April were made on time however in order to ensure uniformity and accuracy of the allowances, due diligence measures had to be put in place before subsequent month’s payments were approved.

As we speak these payments have been approved and being received by the workforce. Additionally, all healthcare professionals receive a hazard allowance which has been temporarily increased by 400% at the discretion of Mr Governor periodically during this period.

On Disparity in Salary for Doctors,The Skipping Policy adopted by some Federal institutions is responsible for this, as the new Minimum wage in Lagos State places all members of the State above the Federal level.

Information received from Federal Government Medical Centres indicates that the Skipping Policy which places the Federal counterparts one Grade Level above the State is the basis of this disparity. It is important to note that this is not in conformity with the Scheme of Service agreed by the National Council of Establishment and is a subject of litigation in the Federal Court of Appeal and therefore the State Government cannot implement such a policy until Judgment is delivered.

• •Heavy Taxation of Health Workers –

It was made clear to the Guild that the Personal Income Tax Act is standard to all and calculated on the basis of the tax table. A meeting has been scheduled with Officials of LIRS for this week with a view to exploring ways of reducing the tax burden.

Mr Governor has also approved the exemption of the Hazard allowance from tax for State health workers.

The Lagos State government, recognizing that the State is at the epicenter of the COVID pandemic in the nation has gone over and beyond its duty of care to ensure that the welfare of the Medical workers in the State is placed as top priority. Apart from the above measures, the following measures have also been put in place:

• Fast track testing of Health workers – One day, every week, has been set aside exclusively for testing of healthcare professionals and a senior staff of the lab has been assigned to it. Emergency testing of health workers can be arranged by a call to the officer in charge of health worker testing in the lab.

• Separate isolation centre for health workers who test positive – an isolation centre has been opened in Agidingbi to cater exclusively for the care of healthcare professionals.

• Inclusion of Medical Guild in Emmergency Operation Center (EOC) – The members of the Guild have always been part of the EOC, and their participation has been strengthened recently.

• House officers April Increment in hazard allowance –all house officers. They have all been paid an increase in hazard allowance.

• Accommodation of health workers –

From the beginning of COVID19 we have accommodated all frontline health workers in hotels at great cost and provided three meals a day and transportation to and from the hotel
• Insurance for health workers – All frontline health workers in isolation centres have been insured by a consortium of insurance companies. All Lagos State civil servants including all health workers have been insured by LASACO. This represents a double insurance over and above standard civil service insurance.

• Shortage of health workers – Mr Governor has given approval for Health Service Commission to employ over 760 health workers of which at least 400 are doctors. However due to the pandemic we have had to adjust the recruitment procedure, but the process is ongoing and we are expecting to conclude the first batch of recruitment within a month from now.
• Construction of Doctors Quarters in LASUTH – work has commenced to ensure Doctor’s Quarters are built in LASUTH as well as a new strategic policy to increase and improve housing across all State Secondary Healthcare Facilities.

The State government will continue to play its part in ensuring the battle over COVID is won, under the able leadership of Mr. Governor, Babajide Sanwo-Olu and urge the Guild to continue to take full advantage of the dispute resolution processes provided by the State to resolve all issues bearing in mind that these are unusual times for the nation and the entire world.

The government therefore wishes to assure citizens that while negotiation is ongoing, services at all state-owned health facilities can still be accessed.

LAGOS DOCTORS BEGIN 3 DAY WARNING STRIKE

DOCTORS IN THE EMPLOYMENT OF THE LAGOS STATE GOVERNMENT KNOWN AS MEDICAL GUILD HAVE EMBARKED ON A THREE DAY WARNING STRIKE.

THE STRIKE WHICH TAKES EFFECT FROM 8AM MONDAY 13TH OF JULY IS TO LAST TILL 16TH OF JULY 2020 .

MEMBERS OF THE GUILD WORKING AT THE VARIOUS COVID-19 TREATMENT CENTRES ARE EXCLUDED FROM THE STRIKE.

THE STRIKE IS COMING AFTER THE EXPIRATION OF A 21 DAY ULTIMATUM AND ANOTHER 14 DAYS WHICH WAS GIVEN TO THE LAGOS STATE GOVERNMENT TO ADDRESS THE FOLLOWING ISSUES

1.Non payment of the COVID-19 hazard allowance.

2.Challenges in the response especially as it concerns testing capacity for Health care workers and patients in hospitals.

2. Reducing availability of PPEs in isolation centres and hospitals.

3.Non inclusion of the Guild and other HCW unions in decision making with attendant increase in HCW infection, morbidity and mortality.

4. *Non implementation of MOU between the federal government and national associations/unions of health workers by the Lagos State Government on health insurance , hazard allowances and other palliatives for health workers*

5. Acute shortage of doctors Among others.

According to the Chairman of the Medical Guild Oluwajimi Sodipo ,the congress will reconvene after the three day warning strike to access the level of success and plan the next line of action.

The Doctors also Called on the Government to see the recent plans of 58 Doctors to travel abroad as a wake up call to formulate policies that will attract Health workers to stay at home.

FG Hands over National Theatre to CBN, Bankers’ Committee for Renovation.

The Nigeria government has handed over the National Theatre complex in Lagos to the Central Bank of Nigeria (CBN) and banks under the aegis of the Bankers’ Committee to commence the renovation and to upgrade it to world class event and creative industry center.

The complex which was officially handed over by the Minister of Information and Culture, Lai Mohammed to The Governor Central Bank Of Nigeria Godwin Emefiele is expected to be completion within 18 months.

Godwin Emefiele said that the National Theatre and the complementary facilities including the creative industry and other facilities that will be built along will help in unleashing the creative talents of Nigeria’s youths across multiple sectors.

The CBN Governor added The Creative Center, which comprises Music, Movies, Fashion and ICT hub can be a key source of growth for our economy creating up to One Million jobs for our teaming Youths.

For the realization of the project,the Bankers Committee intend to support the creative venture with about N25 billion of initial funding.

The Minister of information Lai Mohammed noted that no one is hijacking the national theatre as it remains the nation national heritage.

President Muhammadu Buhari had in October 2019 approved the renovation of the building and its premises.

Lagos State Government has said that it is set to develop an improved data governing systems to enhance the health care delivery systems in the state.

Commissioner for Health, Prof. Akin Abayomi disclosed this at the weekend at a workshop organized by the Ministry of Health on Data Privacy themed “Data Protection and Public Health – the Role of Government and other Stakeholders”.

Abayomi stated that the present administration of Governor Babajide Sanwo-Olu is poised to leverage data governance to improve health care delivery in the State stressing that this is why the State government is taking the issue of data governance for data protection seriously.

“The essence of the workshop organized by the State Ministry of Health is to establish the fundamental principles of governance and accountability around building a Temple of Bio Economy in the state with the objective of exploring the Nigeria Information Technology Development Agency’s (NITDA) policy with a view to domesticating it in Lagos State”, the Commissioner said.

He explained that data is the future of the knowledge economy adding that the State government will explore data for adequate and prompt decision making whilst reducing operational friction in the delivery of a sustainable health care.

According to him, the development of a robust data makes it possible to have a single source of truth with a solid data base which makes planning and decision making effective.

“Data is the future of the knowledge of the economy. We are here to establish the fundamental principle of governance and accountability around building the temple of Bio-Economy and how it will be governed tp prevent bio-piracy and bio-theft”, he Commissioner said

Abayomi while stressing the importance of adequate data governing noted that that a well-established and strengthened health information platform will positively impact on our various health information platform and positively affects various health care systems.

He said: “It is important for us to establish and strengthen our health information platform as this will positively impact on our various health care system, health financing through our universal health coverage, biosecurity, biosafety which will also lead to employment opportunities while opening doors for international collaboration”.

Speaking in the same vein, the Chief Executive Officer, Pacific Messages, Mr Moses Braimah who was one of the facilitators at the workshop highlighted the importance of accurate data in medicine and healthcare delivery. He described data as increasingly becoming the center of every organization and business which makes it a precious asset of any organization.

Mr. Braimah explained that data governance will go a long way in better decision making, grater data quality, improved data understanding and increased revenue for the State.

“Data is increasingly becoming the center of every organization and business. This makes it one of the most precious asset of any organization. Data governance will enhance better decision making, operational efficiency, greater data quality, improved data understanding and increased regulatory compliance”, he said.

The Lagos State Governor, Mr. Babajide Sanwo-Olu on Saturday charged all Nigerians to take responsibility as the nation joins the global community in the fight against the COVID-19 pandemic.

Speaking as a Guest Speaker at the Virtual edition of the Lagos Leadership Conference, themed: “Leading in Extraordinary Times”, which was broadcast via Plus TV Africa, Governor Sanwo-Olu said the firm realisation that Lagos is the Nigerian epicentre of the pandemic, and that the whole of country is looking up to the State for leadership and for accomplishment, has been a driving force for his administration’s response to pandemic.

He said: “COVID-19 pandemic is global and all of us have a role to play. Everybody has a role to play. It is only when everybody plays that role that we can put this pandemic behind us very quickly. As a government, we will continue to lead that conversation.

“We should continue to have various levels of engagement and various levels of communication. Everybody must be seen taking responsibility at this stage. We are fully out there and what is just remaining for us is just to keep this momentum and we believe that we will come out of it stronger and better.

“I will ask each and every one of us to take full responsibility, especially for our loved ones and ourselves. When we are going out, let us ensure we continue to obey the protocols. Let us wear our facemasks. Let us ensure we keep social distance or physical distancing and continue to listen to our health practitioners and the advice they give us.

“If you have any symptoms, do not wait until when it becomes very severe; get yourself a test, get yourself into one of our isolation centers and we can assure you that, you will be treated well and you will get well at the end of the day,”

Governor Sanwo-Olu also assured Lagos residents that the State Government will ensure that all secondary and primary health facilities in the state become a topnotch and available for citizens of the state, adding that his administration will ensure that the lessons of COVID-19 are not lost.

He said: “As a government, we will stop at nothing to ensure that; one, we scale up our infrastructural capability. We are doing that and we will continue to do that, even post-COVID to ensure that all our secondary and primary health facilities become a topnotch and available for our citizens to have access.

“We will ensure that the lesson and the learning beyond COVID-19 are not lost on us as a leader and as a government. We will use the experiences and the issues that have come out of it to better prepare and plan for our citizens and be able to carry out people better going forward.”

Highlighting some of the steps taken by his administration to address the pandemic, Governor Sanwo-Olu disclosed that the state government took proactive, agile and informed decision-making, as well as priotising the consistent and transparent communication in managing COVID-19 in Lagos State.

His words: “Without our hardworking, talented and committed people, the situation would be a lot worse. And by our People I mean our frontline health workers, support staff, law enforcement agencies, and the civil and public service. At the top of the chain is a ‘War Room’ cabinet – a small team which I lead which liaises with several parts of Government. It is able to speedily process information, and make high-quality decisions. Very importantly also, this War Room cabinet is able to review its decision-making and amend it where necessary. Let me add that a big part of managing people is motivating them, and I have made this a priority. For example, we increased Hazard Allowance by 400 per cent, and introduced a special COVID-19 Allowance, Accommodation and Welfare for frontline workers.

“As a leader, your organisation is only as successful as the quality of the decisions you are making or approving for it. we realised early the need to ensure that our decision-making was strongly informed by data modelling. And that is what we have continued doing, as we seek to strike a difficult but necessary balance between protecting lives and sustaining livelihoods; balancing health and economics.

“ I have taken it as a personal responsibility to champion the Mask Up Lagos campaign. I have been a very visible adopter of online meetings. We switched to Virtual Cabinet Meetings here in Lagos even before the UK did. Even when you watch our regular press briefing, one thing that stands out is the amount of effort that has gone into physical distancing, because optics are very important too. I want people to do not just as I’m saying but also as I’m doing.

“It is very important to empower team members along their lines of expertise and allow them to take ownership of the activities required of them. Humility on the part of a leader is very critical.”
